The Secretary of State has decided, consistent with the law, to revoke the designation of the Mujahedin-e Khalq (MEK) and its aliases as a Foreign Terrorist Organization (FTO) under the Immigration and Nationality Act and to delist the MEK as a Specially Designated Global Terrorist under Executive Order 13224. These actions are effective today. Property and interests in property in the United States or within the possession or control of U.S. persons will no longer be blocked, and U.S. entities may engage in transactions with the MEK without obtaining a license. These actions will be published in the Federal Register. With today’s actions, the Department does not overlook or forget the MEK’s past acts of terrorism, including its involvement in the killing of U.S. citizens in Iran in the 1970s and an attack on U.S. soil in 1992. The Department also has serious concerns about the MEK as an organization, particularly with regard to allegations of abuse committed against its own members. The Secretary’s decision today took into account the MEK’s public renunciation of violence, the absence of confirmed acts of terrorism by the MEK for more than a decade, and their cooperation in the peaceful closure of Camp Ashraf, their historic paramilitary base. The United States has consistently maintained a humanitarian interest in seeking the safe, secure, and humane resolution of the situation at Camp Ashraf, as well as in supporting the United Nations-led efforts to relocate eligible former Ashraf residents outside of Iraq.

The new Chinese Communist Party leader of the Chongqing megalopolis said fallout from the Bo Xilai scandal has damaged the image of the Party and will affect the city’s development. In remarks delivered at the Chongqing CCP leadership meeting on Monday, party head Zhang Dejiang criticized Bo, the man he replaced, for “greatly damaging the image of the Party” and China, according to a transcript published on the city’s website. Bo, a former Politburo member and formerly considered a rising star in the CCP, was ousted from power in March and is reportedly under investigation for serious “disciplinary violations.” Zhang referred specifically to the death of British businessman Neil Heywood in the Monday speech—though the Party’s case against Bo goes far beyond that. In February, Bo’s chief of police, Wang Lijun, fled to a U.S. Embassy in an attempt to seek asylum, essentially marking the beginning of Bo’s downfall. Zhang also referred to the Wang Lijun incident. Bo is part of a “bloody hands” faction, meaning he is a key ally to former leader Jiang Zemin and Politburo Standing Committee member Zhou Yongkang, who oversees the powerful Political and Legislative Affairs Committee (PLAC). Bo and Zhou are reported to have conspired to seize the leadership of the country, which was to happen after Xi Jinping was installed as Party and state chief later this year. Articles in China’s state-run media indicate that former Chongqing Party chief Bo Xilai may face tougher punishment than merely being removed from his Party posts, according to commentators. In a sign of the gravity with which Beijing is taking the Bo Xilai case, efforts have been made to explain it to the Party membership and the public.
China’s state mouthpiece media Xinhua announced on April 10 at 11pm that former Party heavy weight Bo Xilai has been removed from his positions in the Chinese Communist Party Central Committee (CCPCC) and the Politburo. A minute later, via the same media came the announcement that Bo’s wife Gu Kailai has been handed over to law enforcement agencies in connection to the suspicious death of Neil Heywood, a 41-year-old British businessman.
The same news also broke out all over Weibo, the major micro-blog service in mainland China, but it was quickly censored.
According to Hong Kong’s Ming Pao newspaper, on April 11 the CCP issued documents to county level or higher Party officials, passing on information related to Bo and his wife for so-called “study sessions” to explain why Bo was being purged from the Party.

After the Xinhua report, many skeptical responses appeared online about the Bo scandal and what is really driving the current turbulence in the upper echelons of the Party.
Liu Gang, a former leader of the 1989 Tiananmen student movement, wrote on the Chinese Jasmine Movement Blog website that according to the CCP’s usual methods, anything related to a Politburo member is covered up and any public criticism happens only when a high ranking figure has lost all political influence.
Liu questioned how the investigations into the suspected murder of Heywood was being carried out. He pointed out that, until the case is finalized, no one should be allowed to publicly reveal case information. Liu asked, why did the CCP rush to publicize the alleged crime of Bo’s wife?
Epoch Times columnist Wang Hua said: “The report by Xinhua is misleading public opinion. When Xi Jinping visited the U.S on Feb. 15, U.S officials already told media that Wang Lijun exposed Bo Xilai’s biggest crime which was the planned conspiracy with Zhou Yongkang to stop Xi Jinping from taking office.”
Another Epoch Times commentator Zhang Tianliang believes: “If anyone reveals information on Bo Xilai’s corruption, prostitution or even help covering up his wife’s alleged crime, all these are aimed at diluting the real significance of the Bo Xilai case.”

FRIENDLY GHOST BABY BORN WITHOUT BLOOD

Little Olivia Norton has been hailed a miracle by doctors – after being born with no blood.

Oliva, now six months, was born completely white because she had such a low count of haemoglobin – the chemical which carries oxygen in red blood cells – that it could not officially be classed as ‘blood’.

She was given less than two hours to live but survived thanks to emergency transfusions which transformed her into a glowing healthy pink colour.

Mother Louise Bearman, 31, a barrister’s clerk, told of her shock at giving birth to a “ghost white” baby whose condition was so rare she will now feature in medical text books.

She said: “Olivia was my first baby, so I didn’t really know what to expect – but I certainly didn’t think she’d be that colour.

“I’ll never forget what the doctors notes said – ‘white and floppy’.

“There were some complications before the birth, which was incredibly scary.

“Then when Olivia came out so white we didn’t know what was going on.

“It was such a relief when the doctors explained what was happening, and it was quite amazing when they put the blood in her and she slowly turned this amazing pink colour.

“She’s such a lovely baby, it means everything having her at home now.”

Louise and her greengrocer partner Paul Norton, 36, of Witham, Essex, first noticed something was wrong when they didn’t feel Olivia kicking for three days.

They went to Broomfield Hospital, in Chelmsford, and when nurses failed to spot any movement after a 15 minute scan doctors ordered an emergency caesarean.

Olivia was born six weeks early at 8.20pm on Saturday September 10, weighing 5lbs 3oz with her heartbeat dipping dangerously low.

Haemoglobin is the protein which gives blood its characteristic red colour and ability to carry oxygen around the body.

When Olivia was born she had haemoglobin levels of just three out of a normal level of 18, which meant the plasma in her blood could not be classified as proper blood.

The newborn was rushed to the hospital’s special care baby unit where she was monitored for two weeks and had her strength and colour restored with two blood transfusions.

Neonatal nurse Sharon Pilgrim, yesterday (Mon) said in 20 years in the job she had never heard of such low haemoglobin levels.

She said: “It was a miracle she survived. She was incredibly pale when born and had difficulties breathing.

“There was no sign of blood loss prior to the caesarean or during the operation.

“It was only when we carried out further tests on Louise that we discovered the baby had lost blood directly into her mum’s blood circulation.”

Louise added: “The hospital staff were amazing and called Olivia the ‘miracle baby’ and said if I hadn’t come in she would not have survived.

“Doctors still don’t know why it happened, it is one of those freak things.

“I want mums to realise how important a baby’s movement is in checking they are healthy. You have to trust your maternal instinct.”

Conservative Party co-treasurer Peter Cruddas has resigned after being filmed apparently offering access to Prime Minister David Cameron in return for donations of £250,000 a year.

The senior Tory fundraiser told undercover reporters pretending to be business representatives that “things will open up for you” if they donated that amount of money to the Tories.

In a meeting secretly recorded by The Sunday Times, he said: “It will be awesome for your business.”

Announcing his resignation, Mr Cruddas said in a statement: “I deeply regret any impression of impropriety arising from my bluster in that conversation. Clearly there is no question of donors being able to influence policy or gain undue access to politicians.

“Specifically, it was categorically not the case that I could offer, or that David Cameron would consider, any access as a result of a donation. Similarly, I have never knowingly even met anyone from the Number 10 policy unit. But in order to make that clear beyond doubt, I have regrettably decided to resign with immediate effect.”

On Sunday morning the Tories announced that Lord Fink is to replace Peter Cruddas as the party’s principal treasurer.

Hedge fund millionaire Lord Fink previously held the role until earlier this month, when it was taken over by Mr Cruddas.

Speaking on Sunday morning David Cameron said: “”What happened is completely unacceptable, this is not the way that we raise money in the Conservative party. It shouldn’t have happened.

“I’ll make sure there is a party inquiry to make sure this can’t happen again.”

A Tory spokesman said: “In the light of the resignation of Peter Cruddas yesterday, Lord Fink has agreed to return as the party’s principal treasurer, the role he stepped down from at the beginning of March. Michael Farmer will continue to support Stanley Fink as a co-treasurer.

“We are grateful to Stanley for agreeing to this and we believe that this will ensure that the treasurers’ department will continue to operate to the highest possible standards under his stewardship.”

Analysis – Has “the next big scandal” broken?

Mr Cruddas said he only took up the post at the beginning of the month and was “keen to meet anyone potentially interested in donating”. He said he had not consulted any politicians or senior party officials before the recorded conversation. Mr Cruddas told the undercover reporters that “premier league” donors – those giving £250,000 a year – could lobby Mr Cameron directly and their views were “fed in” to Downing Street. He said there was no point in “scratching around” with donations of £10,000. According to The Sunday Times, he believed that any prospective donations from the reporters – pretending to be wealth fund executives – would come from Liechtenstein and would be ineligible under election law. They are said to have discussed the creation of a British subsidiary and the possibility of using UK employees to make the donation.

Speaking on Sunday morning David Cameron said: “What happened is completely unacceptable, this is not the way that we raise money in the Conservative party. It shouldn’t have happened.

“I’ll make sure there is a party inquiry to make sure this can’t happen again.”

A Conservative Party spokesman said: “No donation was ever accepted or even formally considered by the Conservative Party. All donations to the Conservative Party have to comply with the requirements of electoral law.

“Unlike the Labour Party, where union donations are traded for party policies, donations to the Conservative Party do not buy party or government policy.”

Labour challenged the Prime Minister to “come clean” about what he knew and when. “Time and again the Tory party has been the obstacle to capping donations from wealthy individuals. Now it appears obvious why,” said Labour MP Michael Dugher who was speaking before Mr Cruddas quit.

The affair is likely to re-ignite the debate surrounding party funding, which has seen the Tories and Labour fail to reach a consensus despite both parties acknowledging the need for reform. The chairman of the Committee on Standards in Public Life, Sir Christopher Kelly, called last year for donations to be capped at £10,000 and for the parties to be funded largely by a taxpayer-funded grant.

But both parties dismissed the report, since the plan would curb the massive donations the unions pay to Labour and wealthy businessmen pump into Tory coffers.

Lib Dem Chief Secretary to the Treasury said the revelations were “utterly disgraceful.”

“This makes the case for reforming the system of party funding even stronger,” Alexander told the Andrew Marr Show on Sunday morning. “Over the next few weeks the three parties will be getting around the table.. to discuss how we can change how party funding works, to get the big funding out of politics.”

Labour shadow minister Michael Dugher said:

“We now hear the Tory treasurer boasting that some of these same millionaires who got a tax cut in the Budget this week can buy a seat at the private Downing Street dinner parties of David Cameron and George Osborne through donations worth hundreds of pounds to the Conservative Party.

“Will the PM say exactly what he knew and when about an apparent effort to sell access and influence in Downing Street?”

Tory deputy chairman Michael Fallon said no donations to the party could ever influence its policies. “I think [Cruddas] was blustering and boasting. No donation was accepted.

“He made a mistake here, and he’s resigned and he’s been replaced… he over-boasted about what you could do with a particular donation. That was wrong. It would certainly not have got through our normal compliance checks.
