The allegations have been that firms within the same industry colluded together to manipulate prices. But this is too trivial compared to what we are just going to tell you about. Imagine a cartel of big global banks manipulating the global financial system. We are referring to the Libor banking scandal. For a lay Indian, this may not be quite a popular term. But in the global financial system, it is a very crucial pivot. For starters, Libor stands for London interbank offered rate, the rate at which banks think they can lend and borrow money themselves. Libor is a globally accepted benchmark interest rate for over US$ 350 trillion in financial products. Regulators are said to be of the view that the manipulation of the Libor interest rate was the result of “organised fraud”. As per news agency Thomson Reuters, Barclays paid a hefty fine of about US$ 453 m to authorities in the US and the UK to settle allegations that some of its traders had colluded with employees at other banks to manipulate Libor. Several other financial institutions are reportedly under the scanner of regulators for their alleged role in the fraud. This comes as another striking evidence of the threat big banks and financial institutions pose to the health of the global economy. But they are not the only ones to be blamed. Such scandals also reflect the negligence of the regulators. What were they doing all this while? Worse still, these are the same too-big-to-fail institutions that the central banks rescue in times of crisis. What lessons does this financial scandal have for India? It must be noted that in 1998, the Mumbai inter-bank offer rate, referred to as Mibor, was set up on the lines of Libor. The Mibor acts as a benchmark rate for all interest rate swaps, forward rate agreements, floating rate debentures and term deposits. Though most key interest rates in India are benchmarked by the Reserve Bank of India (RBI), the Libor scandal may be a reminder for the Indian central bank to ensure adequate checks and balances to ensure that a similar fraud does not occur in India. Already discussions are underway to switch to an actual screen-based traded price of Mibor as the current system could be susceptible to manipulation. We really hope the Indian bank regulator and the banks initiate appropriate steps to avoid a similar disaster in our country.

Iraq Rejects US Extradition for Terror Commander

BAGHDAD August 2, 2012 (AP)

An Iraqi court says it has rejected a request to send a terror commander to the United States for trial and has ordered that he be released immediately. The criminal court’s decision appears to end the Obama administration efforts to try Ali Mussa Daqduq in the 2007 killings of five American soldiers in Iraq. The U.S. Embassy in Baghdad did not have an immediate comment Thursday. The court order, dated July 30, was obtained by The Associated Press. It says Daqduq cannot be tried again in the U.S. after being found not guilty in Iraq. Daqduq’s lawyer, Abdul-Mahdi al-Mitairi, says the Hezbollah operative is still being held under house arrest in Baghdad‘s heavily fortified Green Zone. The U.S. believes Daqduq is a top threat to Americans in the Mideast.

Egyptian Spokesman Disavows Morsi Letter to Israeli President
A letter to Israel from Egypt’s new president hoping for regional peace kicked up a stir Tuesday when the Egyptian leader’s Islamist movement denied he sent it. Israel insisted the letter was genuine. The spat underlined the touchy nature of Egyptian-Israeli relations, always frosty but now especially sensitive in the wake of Muslim Brotherhood victories in Egyptian elections. It also appeared to show some disarray in the fractured Egyptian government. The letter, ostensibly sent by Egyptian President Mohammed Morsi, was a response to a message from Israeli President Shimon Peres, conveying Israel’s good wishes for the Muslim holy month of Ramadan. The return letter, released by the Israeli president’s office, was on the stationery of the Egyptian Embassy in Tel Aviv. In it, Morsi appeared to write in English, “I am looking forward to exerting our best efforts to get the Middle east Peace Process back to its right track in order to achieve security and stability for all peoples of the region, including that Israeli people.” The Israeli president’s name was spelled “Perez.” Then a spokesman for Morsi, Yasser Ali, said in Cairo that Morsi had not written a letter to the Israeli president at all. “This is totally untrue,” Ali said, calling the letter a “fabrication.” He blamed two Israeli newspapers for manufacturing the letter — though it was released by the president’s office in Jerusalem. An official in Peres’s office — speaking anonymously because the issue concerned sensitive diplomatic relations between the two countries — said the president’s aides received the official communique Tuesday from the Egyptian ambassador to Israel, both by registered mail and by fax from the embassy in Tel Aviv. Peres’s office asked the Egyptian ambassador if it could publicize the letter or if it should be kept secret, the official said. The Egyptian envoy phoned Morsi’s office to inquire, the official said, and then told Peres’s aides that Morsi’s staff had given the green light to make the letter public. The two signed a peace treaty in 1979 but have rarely been close. Morsi has pledged to respect Egypt’s international treaties, but the Brotherhood has said it may need to make adjustments to the Israel-Egypt peace agreement. The movement historically has been hostile to Israel. The Ramadan message was Peres’s second letter to Morsi since he took office after winning Egypt’s first-ever free presidential election. The Israeli president’s first letter, accompanied by a note from Prime Minister Benjamin Netanyahu, was sent in late June. Why Did MoveOn Apologize for Opposing Radical Foe of Israel?

Last month, MoveOn.org joined a chorus of liberals and Democrats pleading with New York Democrats not to nominate Charles Barron for a safe New York City congressional seat. MoveOn sent out an email blast aimed at the radical candidate. Barron, a vicious anti-Zionist and radical supporter of dictators like Libya’s Muammar Qaddafi and Zimbabwe’s Robert Mugabe, was political poison for the Democrats, and his defeat by the more centrist Hakeem Jeffries caused the entire party to heave a sigh of relief. But according to one of the group’s top leaders, the decision to draw a line between its activities and a hatemonger was a terrible mistake. As JTA reports, Justin Ruben, executive director of MoveOn.org Political Action, apologized for the email blast at Barron. Calling the group’s condemnation of Barron — a candidate who was endorsed by the Ku Klux Klan’s David Duke — “offensive and inflammatory,” Ruben walked back MoveOn’s involvement in the race saying: The email was all too reminiscent of the kind of attacks that have been used by our opponents to divide progressives over and over again — white folks from African Americans, Jews from non-Jews, recent immigrants from descendants of immigrants, etc. Why would anyone regret being part of an effort to save the Democrats from the humiliation of nominating someone who has become the poster child for the radicalization of their party? The answer is simple. Ruben’s walk back of the attack on Barron is consistent with the group’s origins and its basic purpose. The email blast at Barron might have seemed like a sensible thing for a liberal group to do. But MoveOn’s apology is a reminder that it is a beachhead for the radical left in American politics, not a bastion of traditional liberalism. The JTA article referred to past controversies about MoveOn’s website forums, which were well-known for being home to the worst sort of anti-Semitic and anti-Zionist hate speech. The group says it removed any offensive speech, but critics have rightly pointed out that most of the really nasty stuff about Jews and Israel remained. But no matter what its online fans say or don’t say, MoveOn’s far left politics are antithetical to the maintenance of a strong U.S.-Israel alliance. Even more to the point, as Ruben’s apology highlights, it is the sort of radical group which can never envision having any enemies on the left even if that puts them into bed with the worst sort of anti-Semites and haters. If MoveOn’s political action committee thinks there is something wrong with pointing out that a politician spews bile at Israel and the Jews, it is an indication that the group believes there is nothing wrong with such behavior. Though the group’s condemnation of Barron was the act of a rational liberal group, it was actually out of character with the organization’s spirit and, no doubt, repulsive to many of its activists. While some in the media have treated MoveOn as a serious player, its moment in the national spotlight during the heyday of the anti-Iraq war protests is over and with it, its claim to mainstream status. The Barron walk back ought to signal those who have lauded it that this creature of George Soros’s wealth should not be accorded the respect it has gotten. The mutual affection of MoveOn and David Duke for an Israel-hater tells you all you need to know about where the group fits into the political spectrum — on the margins where the far left and the far right merge.

Today, the Internationalist is writing from the floor of the United Nations in New York, where Secretary-General Ban Ki-moon and the executive director of the UN Office on Drugs and Crime, Yury Fedotov, among others, have gathered for the hundredth anniversary of the landmark 1912 Opium Convention and the 2012 International Day against Drug Abuse and Illicit Trafficking. To mark the occasion and attempt to progress in the world’s fight against transnational crime, today’s thematic debate focuses on drugs and crime as a threat to development. Below is a summary of my prepared remarks to the panel. Transnational organized crime is particularly damaging to developing countries. Global Financial Integrity reports that illicit outflows from developing countries—including the proceeds of corruption, crime, and false transfer pricing—are “approximately 7-10 times the amount of official development assistance (ODA) going into developing countries.” That means that for each dollar of foreign aid, several dollars are lost through illicit outflows. However, it is important not to allocate all resources and political will to fight crime in weak and failing states, despite the conventional wisdom that transnational crime flourishes disproportionately in such countries. The connection between crime and state weakness varies enormously by sector, as my book Weak Links explains. Crime is particularly prevalent in weak states when it comes to piracy, coca and opium production, arms trafficking (for destination countries), and some types of environmental crime. But other transnational crimes, such as money laundering, cyber crime, and intellectual property theft rarely occur in the world’s weakest states. From the perspective of transnational criminals, weaker is not necessarily better. Criminals generally prefer to operate in countries with at least a modicum of political order, and with ready access to functioning infrastructure, including roads and banking systems. Traffickers value geography, convenience, exploitable infrastructure, and easy access to global markets at least as highly as they do the benefits of state weakness. The ideal drug hub has one foot in the developing world and another in the modern economy. (Mexico is a case in point.) Similarly, South Africa is a more promising hub for transnational crime than many of its neighbors. Across the board, transnational organized crime—to say nothing of local crime and corruption—is a huge obstacle to sustainable development, including the Millennium Development Goals. Crime and corruption degrade already weak state institutions, as criminals use resources from illicit activities to bribe law enforcement officials, neutralize courts, purchase or intimidate politicians and journalists, and engage business leaders in criminal activities. Cumulatively, this tears at the social fabric, undermines the legitimacy of the state, drives out licit economic activity, endangers public security, and can fuel insurgency and disorder. At the macroeconomic level, as the IMF emphasizes, crime and money laundering undermine the stability of financial institutions, increase the volatility of capital flows, and dampen foreign direct investment. Crime drains resources from more productive economic activities, and can even destabilize neighboring countries, as the spillover of weapons, drug trafficking, migrant smuggling, and violent gangs across Central America attests. The welfare losses are staggering. Throughout the developing world, billions are siphoned away from urgently needed public services like health care, clean water, and infrastructure. High levels of crime are heavily correlated with inequality, as the World Bank reports, as well as with a “brain drain” of the urban middle class to other countries. Estimates suggest, for example, that if Jamaica and Haiti could reduce their homicide rates to the levels of Costa Rica, their growth rate would increase by 5.4 percent annually. And yet countries are caught in a trap, because the narcotics street value exceeds the value of the entire legal economy, creating enormous perverse incentives for people to engage in crime. Organized crime directly hinders achievement of the MDGs in a number of ways: Where crime is rampant, MDG 1—lifting humanity out of poverty—can be a mirage. Over the past twelve months, Afghans paid an estimated $2.5 billion in bribes—a sum equivalent to nearly a quarter (23 percent) of Afghanistan’s GDP. Crime can also devastate public health. One quarter of all HIV/AIDS cases in Central Asia, China, and Russia stem from IV drug use, primarily heroin. Increasingly, counterfeit medicines also undercut efforts to fight treatable illnesses. A 2012 study revealed that one third of anti-malarials in Africa and Southeast Asia were fake, leaving patients without proper treatment as well as contributing to the growth of resistant strains. Rampant environmental crime undermines sustainable development. For instance, Global Witness has documented rapacious illegal logging in many countries, not least Cambodia and Myanmar. Illegal fishing, a multibillion-dollar enterprise, has emptied many coastal waters off Sub-Saharan Africa, costing African countries billions. Given trends in demography, human settlements, and resource scarcity, crime is likely to become a greater threat to development in the future. Rising global population and rapid urbanization will facilitate increased crime. Growing competition for essential commodities like food, fuel, and water will encourage black markets—and associated violence—to grow. Despite these devastating effects of crime on development, efforts to mainstream combating transnational organized crime into development initiatives remain in their infancy. Both national governments and international institutions need to prioritize cooperation between development and anticrime initiatives or agencies. Community policing, border control, judicial and corrections reform, anticorruption measures, and alternative livelihood programs must be mainstreamed into development interventions. Another controversial reform would be to expand the Security Council’s repertoire of multilateral sanctions beyond terrorists to include the listing and sanctioning of known criminal individuals and organizations—a strategy which the United States has now employed against groups like the Yamaguchi-gumi in Japan. In addition, countries can feasibly reduce the attraction to criminals of conflict and post-conflict environments. Rather than treating it as an afterthought, UN peacekeeping missions or other international forces should have an explicit mandate to address serious criminal activity and to share intelligence with international bodies such as INTERPOL and UNODC. Furthermore, countries need to bolster multilateral tracking of money laundering, policing financial havens, and recovering stolen assets. Beyond expanding Financial Action Task Force efforts to expose non-cooperating jurisdictions, countries also need to allocate more resources for the UNODC/World Bank StAR Program to assist transitional governments in obtaining assets stolen by kleptocratic regimes. The G20, OECD, and Financial Stability Board should also push for new rules requiring major banks to report any deposits that are potentially the result of corrupt practices—just as they already do in potential terrorist financing cases. To fight corruption, UN member states should look to a promising pilot project, the International Commission Against Impunity in Guatemala. By 2010, CICIG had helped to oust thousands of corrupt policemen, ten prosecutors, three supreme court justices, and an attorney general. Moreover, the innovative use of technology can empower citizens to fight corruption and improve transparency. The Program on Liberation Technology, for example, at Stanford University is researching the use of mobile phones to text individuals facts on government spending (per public record), so as to empower local communities with the knowledge of what they should receive and what they do receive. Other examples, such as Ipaidabribe.com, cell-phone medicine verification to detect counterfeits, and anonymous crowd sourcing technology, allow citizens to fight back against crime. These technologies also promise to provide sounder data that can inform better policies.

New polls show gains for the VVD

New polls by Maurice de Hond and Ipsos Synovate show gains of three seats for the right-wing Liberal VVD and prime minister Mark Rutte, taking the party’s total to 29 and 35 respectively. The Synovate poll, published on Saturday, puts the Socialists on 29 seats, one up on two weeks ago and 14 more than the party currently has in parliament. In third place is Labour, up two seats on 25. Geert Wilders’ anti-immigration PVV is on target to take 18 seats, down two on the previous poll. The research for the poll was carried out between Wednesday and Friday afternoon and does not take into account the impact of the VVD’s manifesto or the latest upheaval in the PVV ranks.

De Hond

Sunday’s De Hond poll puts the Socialists on 31 seats, one down on a week ago but still the biggest party. De Hond also shows a drop of three seats for the PVV, putting the party on 20 seats. Labour is one seat behind on 19.

United Nations peace envoy Kofi Annan said on Wednesday that Syria had assured the world body that it will respect a ceasefire with rebels due to take effect in fewer than 24 hours. But President Bashar Assad’s forces is keeping up attacks in several cities, and few believe he is serious about stopping the bloodshed.
The West remains opposed to military intervention, though, and action by the UN Security Council has been thwarted by resistance from Russia and China.
German media commentators see a ray of hope in growing signs that China and Russia are starting to turn their backs on Assad — and in Turkey considering setting up a buffer zone in Syria to protect Assad’s opponents. Turkish Prime Minister Tayyip Erdogan said on Tuesday that Syrian troops were “mercilessly” shooting fleeing women and children in the back.
Speaking during a visit to China, Erdogan said he would take unspecified steps after Syrian troops shot at refugees inside Turkey on Monday.
Editorials say Annan’s fall from power is only a matter of time but fear that many more Syrians will die before he is finally ousted. Exile, some say, is likely to be Assad’s only option to save his own life.
