Alongside hundreds of millions of Muslims observing the sunrise-to-sundown fast of Ramadan, a minority in the community goes underground each year during the holy month, sneaking sandwiches and cigarettes when no one is looking. I need to smoke,” said Ahmed, a 28-year-old electrician, puffing on a cigarette at midday in the privacy of a windowless office in an industrial park in the West Bank city of Ramallah. He said he didn’t want his fiancee or his mother to know he wasn’t fasting. “I’m saving myself a headache,” he said, laughing. In some places, authorities enforce adherence. Saudi Arabia threatens to expel even non-Muslim expatriates seen violating Ramadan. In Muslim-majority Malaysia, officials randomly inspect restaurants and parks and nab hundreds of Muslims every year among those eating or drinking. Usually it means a fine amounting to around $300, but repeat offenders in some states can get a year in prison. Still, the potential chiding from friends and family generally is reason enough to lay low. In Malaysia’s capital Kuala Lumpur, marketing executive Amri said he eats in his car while heading to or from work and hides a water bottle in a work bag for secret sips at the office. He’s an atheist but in the eyes of the law and society, he’s Muslim. “I’m sure some of my colleagues also don’t always fast, but it’s something that nobody wants to admit. Half of it is the fear of being caught by [the authorities], half of it is the fear that people will look at you negatively,” he said. Ahmed, Amri and others who acknowledged violating Ramadan spoke with The Associated Press on condition that their full names not be used, another sign of the taboo’s power. During Ramadan, healthy Muslims must abstain from food, drink and cigarettes during daylight hours. The elderly, the very young, the sick as well as menstruating and nursing women are not required to fast. Ramadan is typically a joyous time. Families gather for meals at night and sit together to watch the season’s best soap operas. People pray more. There’s a spirit of warmth, a break from routine. For the observant, fasting is a reminder of the deprivations of the poor. It also brings a sense of community, so even many who don’t consider themselves religious or slide on daily prayers throughout the year join in. But it’s not for everyone. “I don’t believe in fasting,” said a 59-year-old Palestinian-American supermarket owner from Los Angeles. Raised near Jerusalem in a devout Muslim family, he let go of his faith after moving to the US decades ago. On a recent trip back, he was reprimanded by his more devout son, 32-year-old Basil, when he unthinkingly ate cake in their car while in a traffic jam of Muslim fasters near Ramallah. “Basil smacks my hand. He says, Dad, Dad, what are you doing? You can’t do that! Look at the people looking at us!” he recalled. “I had something in my mouth. I stopped chewing it out of fear. People were looking at me,” he said. Chain-smoking Palestinian truck driver, Raed, 32, keeps his non-fasting secret from his four children, having his morning coffee and cigarette while they are sleeping. At the same time, he pays his sons, ages 6 and 11, a dollar for every day they fast. “I want them to be better than me,” he said, sipping thick black Turkish coffee in an industrial district near Ramallah. Raed said he doesn’t fast because his job is too difficult. “That’s empty talk,” countered his wife Nahla, 29. “It’s the cigarettes that are killing him.” Ramadan violators are expected to pray for forgiveness, fast to make up for lost days and give charity in recompense. Religious observance in general has increased dramatically since the 1970s in the Arab world and other parts of the Muslim world, as political Islam rose to prominence and secular nationalist and leftist ideologies faded from the scene. The rise of Islamic political parties in the region in the wake of last year’s Arab Spring protests is likely to reinforce this trend, said Shadi Hamid of the Brookings Doha Center, a think tank. The intensity of Ramadan coercion varies. Most widespread is the closing of restaurants during daylight hours. Alcohol, which is forbidden in Islam no matter what month it is, often disappears during the holy month. In Ramallah, where devout and secular live side-by-side, some cafes leave their doors coyly half open, a sign that it’s business as usual. One restaurant offers free soup for Muslims wishing to break their fast after sundown. Other customers can order booze. Police allow restaurants to operate normally in areas with a strong Christian minority and foreigners, such as biblical Bethlehem. Almost all bars in Egypt shut down or stop serving booze. City bylaws in Jakarta, capital of world’s most populous Muslim country, Indonesia, prohibit nightclubs, bars and massage parlors from operating. Some bars will serve alcohol in coffee mugs, or ask patrons not to use popular outdoor seating areas. In contrast, restaurants serving alcohol operate normally in Lebanon, with its large Christian minority. And then there are the places where authorities take action. In West Bank areas under the Palestinian self-rule government, police have detained 10 people for violating the fast in public, said police spokesman Mansour Khazamiyeh. Violators are generally jailed until Ramadan’s end. It’s also an offense in the Gaza Strip, ruled by Palestinian Islamic group Hamas, but police spokesman Ayman Batniji said nobody has been arrested yet. Egyptian Islamic clerics issued a religious ruling demanding that the government ban public eating in Ramadan, even for the 10 percent Christian minority. Similar requests were made in the past before the Muslim Brotherhood’s rise to power in Egypt this year, but so far the Arab world’s most populous country doesn’t enforce the fast. Anyway, the biggest punishment for some is the guilt. Abdul-Latif, a 45-year-old Afghan shopkeeper in Kabul, said he and his buddies sneaked some cigarettes — but he didn’t feel good about it. “It would be such a shame if my family knew,” he said. “It’s also shameful for me. Foreigners living in China have been in the spotlight recently as the behavior of a few has inspired the government to crack down on the group as a whole. In Guangzhou, tensions have flared between expats and authorities when a foreigner was found dead after being detained following a dispute with a electric bicycle driver. The Guardian reports: Guangzhou police said via its microblog account it had opened an investigation into the death of a foreign national on Monday. It said officers in Yuexiu district had been called because of a fight between a foreigner and an electric bicycle driver over a fare dispute. Police took both men back to the police station to investigate, it said. But hours later the foreigner suddenly became unconscious and died despite officers summoning medical help. In a separate post, the police said foreigners had blocked traffic on Guangyuan West Road – where the fight broke out – on Tuesday afternoon but were dispersed by officers. They appealed to expatriates living in China to “abide by Chinese laws, not harm public interests or disrupt public order” and said police would investigate the death in strict accordance with the law. Reports have said the victim is Nigerian. Deutsche Welle recently looked at the growing number of African immigrants in China, many of whom settle in Guangzhou:

Egypt’s Muslim Brotherhood is claiming a victory for its presidential candidate Mohammed Mursi, even before votes are officially calculated from this weekend’s election. The results of the second and final round of Egypt’s presidential elections are not expected to be announced until Thursday. However, Mursi’s supporters have already claimed that he won with 52.5 percent of the vote, compared to 47.5 percent for rival candidate, ex-prime minister Ahmed Shafiq. “Doctor Mohammed Mursi is the first Egyptian president of the republic elected by the people,” said the Brotherhood’s Freedom and Justice Party, in a tweet. In a press conference on Monday morning, Mursi’s campaign manager Ahmed Abdelati said that votes at 13,000 polling stations had already been counted. “It’s a moment that all the Egyptian people have waited for,” he said, in comments to Al Arabiya TV. However, the result was immediately contested by supporters of Shafiq. “We are astonished by this bizarre behavior which amounts to a hijacking of the election results,” said Mahmud Barakeh, a campaign official to Shafiq, in comments to AFP news agency. The claim from Mursi’s supporters came just hours after Egypt’s Supreme Council of Armed Forces (SCAF) issued a constitutional document giving military rulers sweeping legislative powers. SCAF had given legislative power to the country’s elected parliament in January. However, last Thursday a constitutional court dissolved that parliament, citing irregularities in the electoral process. The document issued by SCAF on Sunday means that the ostensibly interim military rulers will retake legislative power, and that new parliamentary elections will not be held until a constitution is drawn up by an appointed assembly. The document also grants SCAF an effective veto power over any article in the new constitution it deems to be contrary to the interests of the country. The move has raised concerns by analysts over the power of any newly elected president. “With this document, Egypt has completely left the realm of the Arab Spring and entered the realm of military dictatorship,” said Hossam Bahgat, a prominent human rights activist, in comments to the Washington Post. “This is worse than our worst fears,” said Bahgat.

Putin Non Grata: Russian President Vladimir Putin should not be welcomed in Israel.

It’s official. This summer, Russian president Vladimir Putin will be taking a trip to Israel, his first since 2005. It’s the consummation of a relationship that has been fostered by Israel’s Moldovan-born foreign minister, Avigdor Lieberman, who also recently described Israeli-Russian relations — after 20 years of diplomatic contact — as “very positive.” That may be, and the fact that Putin and Lieberman speak the same language (literally, that is) probably has helped to solidify a certain rapport between the two countries. But it would be a serious mistake at this particular moment to accord the Russian president the honor of a state visit. Not simply because he is turning into more and more of a despot every day, flouting the rule of law and human rights, but also because Russia’s reckless and immoral actions in the Middle East could have negative consequences for Israel. On the domestic front, Putin, who recently slipped back into the post of president, has been ruthless in suppressing dissent, far surpassing any measures that were taken in the 12 years since he first took the presidency. Almost immediately, he passed a law imposing crippling fines on anyone taking part in unauthorized demonstrations. And, in early June, his efforts took a turn toward the Soviet. In order to undermine a planned protest in Moscow, the Kremlin carried out a series of coordinated raids against well-known opposition figures, ransacking their homes, confiscating money, and detaining them for hours. Even if one were to argue that this is Putin’s internal affair and that Israel has no grounds for protesting the actions of a supposedly democratically elected president, there is still the matter of Syria. Russia’s devastating role in the human tragedy unfolding in Israel’s neighborhood is undeniable and difficult to overestimate. With a couple of horrific civilian massacres in the past few weeks — and an increasing number of dead children — the world seems finally focused on the crisis. This hasn’t brought resolution any closer. Military intervention is still opposed by nearly everyone as too unpredictable an option. But even if the West is still moving too slow, Russia has only made matters exponentially worse. It has obstructed even the most symbolic attempts in the United Nations to condemn Basher al-Assad’s regime. And Putin’s continued support for Assad — not just with diplomatic backup, but with weapons as well, including attack helicopters — has only made the Syrian dictator that much more intransigent. For economic reasons, because it doesn’t want to cede its last foothold in the Middle East, and because Putin (like China’s leaders) sees the issue of sovereignty as trumping human rights, Russia has become an accomplice to a terrible amount of bloodshed of innocents. No one has a good answer for how to solve the problem of Syria, but the first step, unquestionably, is to isolate Assad. That can’t happen as long as Putin stands by his side. Perhaps surprisingly, Lieberman in Israel has been able to articulate the damage being done. He recently offered humanitarian aid to Syria through the International Committee of the Red Cross. “The Jewish state cannot sit by and do nothing while these atrocities are taking place in a neighboring state and people are losing their entire world,” Lieberman said. “Even though Israel cannot intervene in events occurring in a country with which it does not have diplomatic relations, it is nevertheless our moral duty to extend humanitarian aid and inspire the world to put an end to the slaughter.” Beautiful words and sentiments. Unfortunately, Lieberman doesn’t seem to understand that his friend Vladimir is aiding and abetting that slaughter. On Lieberman’s last trip to Moscow, this past December, while he was praising Putin’s election as fair and democratic (a judgment that a senior foreign ministry official anonymously denounced as “disgraceful”), Russia was at that moment reportedly delivering Yakhont cruise missiles to Syria. There was no word then or now from Lieberman about his own “moral duty.” In addition to morality, there is also the not insignificant question of national interest. Israel has nothing to gain from such instability and violence across one of its borders and seemingly much to gain from an ousted Assad (which would also be a serious setback for Iran). But it’s not too late for Lieberman and Prime Minister Benjamin Netanyahu to make the most dramatic statement possible about their principles. Israel should not associate itself with a leader like Putin, who worries only about perpetuating his own power. Watching the bloodshed in Syria, Lieberman said, “We are human beings first, before we are politicians, leaders, commentators and journalists.” It’s time, then, to act like a human being. Disinvite Putin.
