When Barack Obama became president in 2009 he initiated a complete reorientation of American foreign policy. His core assumption was that the points of conflict between the US and other powers were all George W Bush’s fault. Russia was hostile because Bush made it so. Muslim nations seethed with anti-American resentment because of Bush. Allies would not pitch in because Bush had alienated them. So Obama crafted a new national strategy centered around himself. He believed that an American president with Third World roots and a Muslim father would compel Middle Eastern nations to take a benign view of America. Obama would “reset” relations with Russia. European allies would readily assume defence burdens that had been borne by the Americans. Inspired and reassured by the President, a new age of peaceful relations would be initiated. The failure of the Arab Spring to deliver democratic reforms or to provide a positive path for development in North African or Middle Eastern nations shows the hollowness of Obama’s foreign policy assumptions. In fact, this was never about Bush, or Obama, or even really about the West at all. The problem lies in the long-term dysfunctional politics of Middle Eastern Islamic nations. True reform and democracy require a tolerance for peaceful protest, a free press, the rule of law, economic freedom, and respect for the fundamental rights of groups and individuals. Successful democracy also requires constant adjustment and self-criticism by the political leadership. All these essential elements of democracy took the Western nations centuries to evolve. Unfortunately, not one Islamic nation in the Middle East has the cultural or legal traditions that might allow real democracy to evolve. While some nations such as Jordan have created moderate functioning regimes, no Arab nation has succeeded in creating a political system that allows opposition parties to flourish, or allows for a regular and peaceful turnover of political power. Such things are anathema to the Egyptian tradition. Since independence, most Egyptians have generally been comfortable with strong men (such as Nasser) as well as a highly centralised economy under government direction. Yet this concentration of power inevitably leads to massive levels of corruption, heavy-handed repression and economic failure. And as if this were not bad enough, the inability of Arab culture to engage in self-criticism compounds the problem. In the mainstream Arab mindset, the failure of their government and economic system is always the fault of evil outside forces, never of their own mistakes. From the 1950s to the late 1960s, the Arabs routinely blamed former colonial powers and the Americans for their poverty and dysfunction. After the 1967 war the Israelis and their US allies became the preferred villains. In the last 20 years of globalisation, it is the whole West – always including the Jews and Americans – who are to blame for the dysfunctional governments and economies. I certainly heard a good deal of this when working with even well-educated Arabs. The Muslim Brotherhood in Egypt may have spent decades in opposition, but – like non-Islamist Arab regimes – it embodies the conspiratorial worldview and authoritarian culture that are the true cause of the crisis now faced by Middle Eastern nations. The difference is that the Brotherhood seems inclined to act on its conspiratorial worldview. Obama’s attempt to reset relations with the Islamic world failed long ago. Indeed, the Egyptian turn to extremism was easily foreseen. Polls of public opinion in Arab countries show that America is held in even lower regard under Obama than under Bush. Yet the President proceeds as before. As the persecution of Egypt’s Christian minority becomes more intense, and Egypt moves to open confrontation with Israel, the current US policy of engagement and appeasement can only make the crisis worse. So what needs to be done? America must stop the policy of ignoring Arab extremism and human rights violations and offer a clear warning that aid and military cooperation will be stopped and trade sanctions initiated if the new Egyptian regime does not move to vigorously stop the violence in Gaza (supported by the Muslim Brotherhood’s allies) and the attacks on Egypt’s Christians. Failure to act on these two issues should trigger an immediate American response.

UN suspends Syria peace mission

The head of the UN Stabilisation Mission in Syria (UNSMIS) says the mission has been suspended because of escalating violence. Norwegian Gen Robert Mood said the observers would cease patrols and stay in their current locations. But he said the mission remained committed to ending the violence. The announcement comes a day after Gen Mood warned that the escalation in violence was limiting the observers’ ability to do their work. The BBC’s Jim Muir in neighbouring Lebanon says the statement is a recognition that international envoy Kofi Annan‘s peace plan has hit the rocks, and greatly increases the pressure on international diplomacy to salvage it. Earlier, activists said troops had been shelling parts of Homs and Damascus. At least seven people were killed overnight in Douma, an eastern suburb of the capital, while at least 18 others died in violence elsewhere, the UK-based Syrian Observatory for Human Rights reported. The Observatory also warned of civilians trapped by fighting in Homs who needed medical care – dozens needed to be evacuated.

The UN estimates that the conflict in Syria has left more than 10,000 people dead, mostly civiliansIn a statement announcing the suspension of UNSMIS operations, Gen Mood said: “The observers will not be conducting patrols and will stay in their locations until further notice.”
“This suspension will be reviewed on a daily basis. Operations will resume when we see the situation fit for us to carry out our mandated activities,” he said, adding that a “return to normal operations remains our objective”.The mission’s 298 military observers and 112 civilian staff are in Syria to verify the implementation of the six-point peace plan negotiated by the UN and Arab League envoy, Kofi Annan, which included a ceasefire. On Friday, Gen Mood told a news conference in Damascus that after the mission began on 29 April there had been a lull in violence, “brought about willingly” by the government and rebels. But he warned: “Violence over the past 10 days has been intensifying, again willingly by both parties, with losses on both sides and significant risks to our observers.” “The Syrian population, civilians, are suffering and in some locations, civilians have been trapped by ongoing operations.” The general noted both sides had accepted Mr Annan’s plan, but said: “There appears to be a lack of willingness to seek a peaceful transition. “Instead there appears to be a push towards advancing military positions,” he added. Gen Mood warned that the UN mission was not open-ended and would be under review as it neared the expiry of its current mandate in July. But he hinted that it should be strengthened in numbers and equipment. Last Tuesday UN monitors were fired on and turned away by angry residents as they tried to enter the town of Haffa amid fears of a massacre. They were able to return on Friday. The UN says at least 10,000 people have died since pro-democracy protests began in March 2011. In April, the Syrian government reported that 6,143 Syrian citizens had been killed by “terrorist groups”.

The Syrian civil war is now moving into a new phase of major power military intervention, say DEBKAfile’s military sources. Moscow, by sending troops to Syria without UN Security Council approval, has set up a precedent for the United States, the European Union and Arab governments to follow. They all held back from sending troops to Syria because all motions to apply force for halting the bloodshed in Syria was blocked in the UN body. According to US military sources, in recent weeks, the Pentagon has finalized its assessment of what types of units would be needed and how many troops. The military planning includes a scenario for a no-fly zone as well as protecting chemical and biological sites. The U.S. Navy is maintaining a presence of three surface combatants and a submarine in the eastern Mediterranean to conduct electronic surveillance and reconnaissance on the Syrian regime, a senior Pentagon official said.

Putin Non Grata: Russian President Vladimir Putin should not be welcomed in Israel.
It’s official. This summer, Russian president Vladimir Putin will be taking a trip to Israel, his first since 2005. It’s the consummation of a relationship that has been fostered by Israel’s Moldovan-born foreign minister, Avigdor Lieberman, who also recently described Israeli-Russian relations — after 20 years of diplomatic contact — as “very positive.” That may be, and the fact that Putin and Lieberman speak the same language (literally, that is) probably has helped to solidify a certain rapport between the two countries. But it would be a serious mistake at this particular moment to accord the Russian president the honor of a state visit. Not simply because he is turning into more and more of a despot every day, flouting the rule of law and human rights, but also because Russia’s reckless and immoral actions in the Middle East could have negative consequences for Israel. On the domestic front, Putin, who recently slipped back into the post of president, has been ruthless in suppressing dissent, far surpassing any measures that were taken in the 12 years since he first took the presidency. Almost immediately, he passed a law imposing crippling fines on anyone taking part in unauthorized demonstrations. And, in early June, his efforts took a turn toward the Soviet. In order to undermine a planned protest in Moscow, the Kremlin carried out a series of coordinated raids against well-known opposition figures, ransacking their homes, confiscating money, and detaining them for hours. Even if one were to argue that this is Putin’s internal affair and that Israel has no grounds for protesting the actions of a supposedly democratically elected president, there is still the matter of Syria. Russia’s devastating role in the human tragedy unfolding in Israel’s neighborhood is undeniable and difficult to overestimate. With a couple of horrific civilian massacres in the past few weeks — and an increasing number of dead children — the world seems finally focused on the crisis. This hasn’t brought resolution any closer. Military intervention is still opposed by nearly everyone as too unpredictable an option. But even if the West is still moving too slow, Russia has only made matters exponentially worse. It has obstructed even the most symbolic attempts in the United Nations to condemn Basher al-Assad’s regime. And Putin’s continued support for Assad — not just with diplomatic backup, but with weapons as well, including attack helicopters — has only made the Syrian dictator that much more intransigent. For economic reasons, because it doesn’t want to cede its last foothold in the Middle East, and because Putin (like China’s leaders) sees the issue of sovereignty as trumping human rights, Russia has become an accomplice to a terrible amount of bloodshed of innocents. No one has a good answer for how to solve the problem of Syria, but the first step, unquestionably, is to isolate Assad. That can’t happen as long as Putin stands by his side. Perhaps surprisingly, Lieberman in Israel has been able to articulate the damage being done. He recently offered humanitarian aid to Syria through the International Committee of the Red Cross. “The Jewish state cannot sit by and do nothing while these atrocities are taking place in a neighboring state and people are losing their entire world,” Lieberman said. “Even though Israel cannot intervene in events occurring in a country with which it does not have diplomatic relations, it is nevertheless our moral duty to extend humanitarian aid and inspire the world to put an end to the slaughter.” Beautiful words and sentiments. Unfortunately, Lieberman doesn’t seem to understand that his friend Vladimir is aiding and abetting that slaughter. On Lieberman’s last trip to Moscow, this past December, while he was praising Putin’s election as fair and democratic (a judgment that a senior foreign ministry official anonymously denounced as “disgraceful”), Russia was at that moment reportedly delivering Yakhont cruise missiles to Syria. There was no word then or now from Lieberman about his own “moral duty.” In addition to morality, there is also the not insignificant question of national interest. Israel has nothing to gain from such instability and violence across one of its borders and seemingly much to gain from an ousted Assad (which would also be a serious setback for Iran). But it’s not too late for Lieberman and Prime Minister Benjamin Netanyahu to make the most dramatic statement possible about their principles. Israel should not associate itself with a leader like Putin, who worries only about perpetuating his own power. Watching the bloodshed in Syria, Lieberman said, “We are human beings first, before we are politicians, leaders, commentators and journalists.” It’s time, then, to act like a human being. Disinvite Putin.

Those attitudes are obnoxious and that agenda is totally unrelated to the daily struggles of millions of Americans—which is why no amount of bleating from Carrie Bradshaw will help the president in November. This was the week when the Obama campaign finally turned into an episode of Andy Cohen’s Watch What Happens Live. It started with an endorsement literally from the devil herself, Anna Wintour, who—draped coquettishly in an Obama 2012 neckerchief—said she and Sarah Jessica Parker plan to host a dinner party for Barack and “Mee-shell Oh-bah-mah” to which two lucky raffle winners will be invited. Parker seconded the invitation during the MTV Movie Awards, where she called Obama “that guy.” Then came a trio of New York City fundraisers alongside Bill Clinton, including stops at the Upper East Side den of hedge fund billionaire Marc Lasry, the Waldorf Ballroom where rock star and presidential hitchhiker Jon Bon Jovi wheezed through some of his greatest hits, and the New Amsterdam Theatre on Broadway where the two presidents, Angela Lansbury, Doogie Howser, First Lady Abbey Bartlet, and Darth Vader took the stage in between performances of Mary Poppins. The jolly holiday came to a show-stopping finish with the president’s trip to California, where the ranks of celebrity attendees at three fundraisers included Willie Mays, Cher, Mister Sulu, and half the cast of Glee. That many of the participants at these events understood how easily they could be caricatured as limousine liberals only heightened the dramatic tension. Munching on “grilled Coho salmon with sea beans, purple artichokes, and lemon caper sauce,” San Francisco super-lawyer and Obama donor Martin Checov said that “the other candidate’s travel schedule is no more oriented to the masses,” using language better suited to an aristocrat than a Democrat. Later, outside the Wilshire Hotel in Los Angeles, as CBS president Leslie Moonves and his reality-show host second wife “waited patiently for their wristbands” to hear Obama tell a dirty joke, the media mogul acknowledged that “partisanship is very much a part of journalism now,” but don’t get the wrong idea: “I run a news division. I’ve given no money to any candidate.” The Los Angeles Times reporter who related Moonves’ comments neglected to mention whether he was chuckling at his own blatant hypocrisy or simply so completely self-possessed that he told this joke un-ironically. It’s unclear which would be more damning. Running concurrently with the never-ending Obama benefit gala is the Michelle Obama show. Much of the president’s early fame was a function of his unusual status as a national symbol. He represented promise, reconciliation, and renewal. What he delivered was different. No number of television interviews or guest spots or addresses could make the stimulus effective or the health care overhaul popular. No signs of support from Beyoncé or Lady Gaga or Deepak Chopra could make the president seem decisive or in control as the public debt has mounted. Experts unsure why they are dying about one a day Washington – Suicides are surging among America‘s troops, averaging nearly one a day this year – the fastest pace in the nation’s decade of war. The 154 suicides for active-duty troops in the first 155 days of the year far outdistance the U.S. forces killed in action in Afghanistan – about 50 percent more – according to Pentagon statistics obtained by The Associated Press. The numbers reflect a military burdened with wartime demands from Iraq and Afghanistan that have taken a greater toll than foreseen a decade ago. The military also is struggling with increased sexual assaults, alcohol abuse, domestic violence and other misbehavior. Because suicides had leveled off in 2010 and 2011, this year’s upswing has caught some officials by surprise. The reasons for the increase are not fully understood. Among explanations, studies have pointed to combat exposure, post-traumatic stress, misuse of prescription medications and personal financial problems. Army data suggest soldiers with multiple combat tours are at greater risk of committing suicide, although a substantial proportion of Army suicides are committed by soldiers who never deployed. The unpopular war in Afghanistan is winding down with the last combat troops scheduled to leave at the end of 2014. But this year has seen record numbers of soldiers being killed by Afghan troops, and there also have been several scandals involving U.S. troop misconduct. The 2012 active-duty suicide total of 154 through June 3 compares to 130 in the same period last year, an 18 percent increase. And it’s more than the 136.2 suicides that the Pentagon had projected for this period based on the trend from 2001-2011. This year’s January-May total is up 25 percent from two years ago, and it is 16 percent ahead of the pace for 2009, which ended with the highest yearly total thus far. Suicide totals have exceeded U.S. combat deaths in Afghanistan in earlier periods, including for the full years 2008 and 2009. The suicide pattern varies over the course of a year, but in each of the past five years the trend through May was a reliable predictor for the full year, according to a chart based on figures provided by the Armed Forces Medical Examiner. The numbers are rising among the 1.4 million active-duty military personnel despite years of effort to encourage troops to seek help with mental health problems. Many in the military believe that going for help is seen as a sign of weakness and thus a potential threat to advancement. Kim Ruocco, widow of Marine Maj. John Ruocco, a helicopter pilot who hanged himself in 2005 between Iraq deployments, said he was unable to bring himself to go for help. “He was so afraid of how people would view him once he went for help,” she said in an interview at her home in suburban Boston. “He thought that people would think he was weak, that people would think he was just trying to get out of redeploying or trying to get out of service, or that he just couldn’t hack it – when, in reality, he was sick. He had suffered injury in combat and he had also suffered from depression and let it go untreated for years. And because of that, he’s dead today.” Ruocco is currently director of suicide prevention programs for the military support organization Tragedy Assistance Programs, or TAPS. Jackie Garrick, head of a newly established Defense Suicide Prevention Office at the Pentagon, said in an interview Thursday that the suicide numbers this year are troubling. “We are very concerned at this point that we are seeing a high number of suicides at a point in time where we were expecting to see a lower number of suicides,” she said, adding that the weak U.S. economy may be confounding preventive efforts even as the pace of military deployments eases. Garrick said experts are still struggling to understand suicidal behavior. “What makes one person become suicidal and another not is truly an unknown,” she said. Dr. Stephen N. Xenakis, a retired Army brigadier general and a practicing psychiatrist, said the suicides reflect the level of tension as the U.S. eases out of Afghanistan though violence continues. “It’s a sign in general of the stress the Army has been under over the 10 years of war,” he said in an interview. “We’ve seen before that these signs show up even more dramatically when the fighting seems to go down and the Army is returning to garrison.” But Xenakis said he worries that many senior military officers do not grasp the nature of the suicide problem. A glaring example of that became public when a senior Army general recently told soldiers considering suicide to “act like an adult.” Maj. Gen. Dana Pittard, commander of the 1st Armored Division, last month retracted – but did not apologize for – a statement in his Army blog in January. He had written, “I have now come to the conclusion that suicide is an absolutely selfish act.” He also wrote, “”I am personally fed up with soldiers who are choosing to take their own lives so that others can clean up their mess. Be an adult, act like an adult, and deal with your real-life problems like the rest of us.” He did also counsel soldiers to seek help. His remarks drew a public rebuke from the Army, which has the highest number of suicides and called his assertions “clearly wrong.” Last week the chairman of the Joint Chiefs of Staff, Army Gen. Martin Dempsey, said he disagrees with Pittard “in the strongest possible terms.” The military services have set up confidential telephone hotlines, placed more mental health specialists on the battlefield, added training in stress management, invested more in research on mental health risk and taken other measures. The Marines established a counseling service dubbed “DStress line,” a toll-free number that troubled Marines can call anonymously. They also can use a Marine website to chat online anonymously with a counselor. The Marines arguably have had the most success recently in lowering their suicide numbers, which are up slightly this year but are roughly in line with levels of the past four years. The Army’s numbers also are up slightly. The Air Force has seen a spike, to 32 through June 3 compared to 23 at the same point last year. The Navy is slightly above its 10-year trend line but down a bit from 2011. As part of its prevention strategy, the Navy has published a list of “truths” about suicide. “Most suicidal people are not psychotic or insane,” it says. “They might be upset, grief-stricken, depressed or despairing.” In a report published in January the Army said the true impact of its prevention programs is unknown. “What is known is that all Army populations … are under increased stress after a decade of war,” it said, adding that if not for prevention efforts the Army’s suicide totals might have been as much as four times as high. Marine Sgt. Maj. Bryan Battaglia, the senior enlisted adviser to the chairman of the Joint Chiefs of Staff, recently issued a video message to all military members in which he noted that suicides “are sadly on the rise.” “From private to general, we shoulder an obligation to look and listen for signs and we stand ready to intervene and assist our follow service member or battle buddy in time of need,” Battaglia said. The suicide numbers began surging in 2006. They soared in 2009 and then leveled off before climbing again this year. The statistics include only active-duty troops, not veterans who returned to civilian life after fighting in Iraq or Afghanistan. Nor does the Pentagon’s tally include non-mobilized National Guard or Reserve members. The renewed surge in suicides has caught the attention of Defense Secretary Leon Panetta. Last month he sent an internal memo to the Pentagon’s top civilian and military leaders in which he called suicide “one of the most complex and urgent problems” facing the Defense Department, according to a copy provided to the AP. Panetta touched on one of the most sensitive aspects of the problem: the stigma associated with seeking help for mental distress. This is particularly acute in the military. “We must continue to fight to eliminate the stigma from those with post-traumatic stress and other mental health issues,” Panetta wrote, adding that commanders “cannot tolerate any actions that belittle, haze, humiliate or ostracize any individual, especially those who require or are responsibly seeking professional services.”

Since news broke of activist Chen Guangcheng’s escape from house arrest late last month, Chinese-born and Texas-based Pastor Bob Fu and his organisation ChinaAid have often featured prominently. Fu was a major conduit of early information on Chen’s situation, and acted as his interpreter when he addressed a session of the Congressional-Executive Commission on China by telephone. At The New York Times, Andrew Jacobs describes Fu’s work, history and growing political influence: If the drama over Mr. Chen’s fate has placed a harsh spotlight on China’s capacity for repression and created a diplomatic migraine for the White House, it has also been something of a boon to Mr. Fu, 44. His organization, ChinaAid, is at the crossroads of a growing movement among American Christians agitating for religious freedom in China and the wider dissident network inside the United States, as well as members of the underground church in China trying to practice their faith in a hostile environment But some critics say that Mr. Fu’s high-profile role as an advocate for religious freedom is a double-edged sword. It has raised awareness of human rights abuses. But his close association with Republicans and evangelical Christians, the critics say, risks stoking China’s fears that foreign forces are plotting to subvert the ruling Communist Party. “Bob’s heart is in the right place, but sometimes in his zeal to bring attention to his cause he gets sucked up into the partisan maelstrom of Washington,” said one American human rights advocate who works closely with ChinaAid and spoke on the condition of anonymity because he did not want to offend Mr. Fu. Fu speaks for himself at Foreign Policy, explaining “why I’m working to save my homeland, one soul at a time.” ChinaAid, the organization I run, attempts to advance religious freedom and rule of law in China, softening the soil for the Gospel. 25 years ago while was setting my office. Two thugs popped in without any further notice or an appointment. I recognized the first man. He was all over the news; he was Vigilante Ambassador Mr. Hussain Al Sayegh who was fired for misusing his country legation in the west to provide arms to Iran. Another thug is Hani Tarazi Owner of Saba & Partners a Palestinian freemason Black Jesuit (I apologize for Palestinians & whoever offended. It’s a moment of truth. I don’t mean to defame no one here). The meeting took about 3 hours. The ambassador said that he has to go to entertain his Boss’s jockey who won the derby that time. While seeing them off the elevators. Whatever the ultimate outcome of the case against George Zimmerman for his shooting of Trayvon Martin, what has happened already is enough to turn the stomach of anyone who believes in either truth or justice. An amazing proportion of the media has given us a painful demonstration of the thinking – and lack of thinking – that prevailed back in the days of the old Jim Crow South, where complexion counted more than facts in determining how people were treated. One of the first things presented in the media was a transcript of a conversation between George Zimmerman and a police dispatcher. The last line in most of the transcripts shown on TV was that of the police dispatcher telling Zimmerman not to continue following Trayvon Martin. That became the basis of many media criticisms of Zimmerman for continuing to follow him. Only later did I see a transcript of that conversation on the Sean Hannity program that included Zimmerman’s reply to the police dispatcher: “O.K.” That reply removed the only basis for assuming that Zimmerman did in fact continue to follow Trayvon Martin. At this point, neither I nor the people who assumed that he continued to follow the teenager have any basis in fact for believing that he did or didn’t. Why was that reply edited out by so many in the media? Because too many people in the media see their role as filtering and slanting the news to fit their own vision of the world. The issue is not one of being “fair” to “both sides” but, more fundamentally, of being honest with their audience. NBC News carried the editing even further, removing one of the police dispatcher’s questions, to which Zimmerman was responding, in order to feed the vision of Zimmerman as a racist. In the same vein were the repeated references to Zimmerman as a “white Hispanic.” Zimmerman is half-white. So is Barack Obama. But does anyone refer to Obama as a “white African”? All these verbal games grow out of the notion that complexion tells you who is to be blamed and who is not. It is a dangerous game because race is no game. If the tragic history of the old Jim Crow South in this country is not enough to show that, the history of racial and ethnic tragedies is written in blood in countries around the world. Millions have lost their lives because they looked different, talked differently or belonged to a different religion. In the midst of the Florida tragedy, there was a book published with the unwieldy title, No Matter What … They’ll Call This Book Racist. Obviously it was written well before the shooting in Florida, but its message – that there is rampant hypocrisy and irrationality in public discussions of race – could not have been better timed. Author Harry Stein, a self-described “reformed white liberal,” raised by parents who were even further left, exposes the illogic and outright fraudulence that lies behind so much of what is said about race in the media, in politics and in our educational institutions. He asks a very fundamental question: “Why, even after the Duke University rape fiasco, does the media continue to give credence to every charge of racism?” Harry Stein credits Shelby Steele‘s book White Guilt with opening his eyes to one of the sources of many counterproductive things said and done about race today – namely, guilt about what was done to blacks and other minorities in the past. Let us talk sense, like adults. Nothing that is done to George Zimmerman – justly or unjustly – will unlynch a single black man who was tortured and killed in the Jim Crow South for a crime he didn’t commit. Letting hoodlums get away with hoodlumism today does not undo a single injustice of the past. It is not even a favor to the hoodlums, for many of whom hoodlumism is just the first step on a path that leads to the penitentiary, and maybe to the execution chamber. Winston Churchill said, “If the past sits in judgment on the present, the future will be lost.” He wasn’t talking about racial issues, but what he said applies especially where race is involved.
