If, as widely expected, Chief Minister Narendra Modi cruises to a third successive victory, he will cement his position as India’s leading opposition politician and its top contender to succeed Prime Minister Manmohan Singh after national elections that will come no later than the middle of 2014. By contrast, an unlikely defeat, or even a narrow victory, will set back the controversial leader’s national ambitions. Love him or hate him, there’s no denying that 62-year-old Modi is India’s most polarizing politician. For his legion of supporters — including many of his 1.1 million followers on Twitter — Modi is the messiah who will rid Indian politics of sloth, corruption, and petty identity politics. With his no-nonsense management style and inspirational leadership, only he can deliver the economic development Indians crave, say his fans. For his equally vocal detractors, Modi is forever tarred by anti-Muslim riots that occurred 10 years ago, early in his first term as chief minister. Enraged by the burning alive of a group of Hindu pilgrims on a train, mobs went on a three-day rampage that killed about 1,000 people, nearly four-fifths of them Muslim. To Modi’s critics, he represents a dangerous Hindu majoritarianism that threatens India’s tradition of pluralism and tolerance toward all faiths. Simply put, those clamoring for Modi’s elevation as the BJP’s candidate to lead India underestimate the downsides for the party and the country. Despite his reputation as the country’s best economic administrator and most business-friendly politician, Modi’s association with anti-Muslim sentiment makes him ill-suited to lead his party’s evolution toward a moderate Indian conservatism, a right-of-center alternative to the left-of-center Congress. Nor is it clear that Modi’s top-down management style — perfected in a state where he holds unquestioned sway — will work in India’s fractured national polity. And finally, given India’s tough neighborhood and growing international engagement, the last thing the country needs is a leader who diminishes one of its greatest assets — a well-deserved reputation for pluralism. The new Chinese Communist Party leader of the Chongqing megalopolis said fallout from the Bo Xilai scandal has damaged the image of the Party and will affect the city’s development. In remarks delivered at the Chongqing CCP leadership meeting on Monday, party head Zhang Dejiang criticized Bo, the man he replaced, for “greatly damaging the image of the Party” and China, according to a transcript published on the city’s website. Bo, a former Politburo member and formerly considered a rising star in the CCP, was ousted from power in March and is reportedly under investigation for serious “disciplinary violations.” Zhang referred specifically to the death of British businessman Neil Heywood in the Monday speech—though the Party’s case against Bo goes far beyond that. In February, Bo’s chief of police, Wang Lijun, fled to a U.S. Embassy in an attempt to seek asylum, essentially marking the beginning of Bo’s downfall. Zhang also referred to the Wang Lijun incident. Bo is part of a “bloody hands” faction, meaning he is a key ally to former leader Jiang Zemin and Politburo Standing Committee member Zhou Yongkang, who oversees the powerful Political and Legislative Affairs Committee (PLAC). Bo and Zhou are reported to have conspired to seize the leadership of the country, which was to happen after Xi Jinping was installed as Party and state chief later this year. Officials testify to Bo setting up eavesdropping on top Party leaders. He is also guilty of fomenting a personality cult in Chongqing centered around Maoist revivalism and crackdowns (and asset stripping) against businessmen and criminals labeled as belonging to the mafia. When Bo was removed from power, it also exposed the rift between the bloody hands faction and Party leaders Hu Jintao and Wen Jiabao, ahead of the all-important leadership change in October. Zhang’s criticism of Bo is a rarity in China as many state-run media entities and government officials have mostly remained silent on the issue ever since the former Chongqing boss was stripped of power. Zhang also said, “We believe we should separate the achievements in Chongqing and the hard work of its residents in the past five years” from Bo’s dismissal and violations, the death of Heywood, and Wang Lijun’s escape to the U.S. consulate. Bo is accused of nepotism, corruption, and abusing his power by seeking forced confessions, using torture, and committing other offenses. Bo is said to have remained loyal to Jiang Zemin by zealously carrying out the persecution of Falun Gong practitioners.

Bo Guagua, a student at the Harvard Kennedy School, has captured the attention of international media following the political downfall of his father, a former Communist Party leader, and the arrest of his mother for the alleged murder of her son’s mentor.
Bo Guagua’s father, Bo Xilai, was removed from his position as Party secretary of China’s Chongqing municipality in March and then ousted from the Politburo—China’s most influential political body—the following month. The reasons for his rapid downfall are not entirely clear, but include allegations of corruption and overextension of power.
At the root of much of the publicity surrounding the younger Bo is his connections with the late Neil Heywood, a British businessman who lived in China until his death last fall. Bo’s mother Gu Kailai, wife of Bo Xilai, was arrested for Heywood’s murder earlier this month.
Heywood is thought to have served as a mentor to the younger Bo by helping him gain admission to Harrow—a prestigious English secondary school—and Oxford University. Chinese authorities said that the family’s relationship with Heywood soured following “a conflict over economic interests,” according to a report in The Daily Mail.
While he was a student in England, Bo Guagua’s behavior came under scrutiny as reporters examined rumors of his father’s corruption. Many questioned how the family could afford to underwrite the private education and glamorous social life of their son, who was well known for throwing lavish parties and driving a red Ferrari in Beijing.
As the controversy heated up in recent weeks, Bo Guagua has removed himself from the public eye. His last clear public communication followed his father’s removal from his position as party leader last month.
“My personal desire is to focus on my studies and be left out of the political intrigues,” he wrote in an email to The Times of London.
He was believed to be residing in his Cambridge apartment as recently as Tuesday, according to a report in The Wall Street Journal. Some reports have speculated that he will seek asylum in the United States after he receives his degree from the Kennedy School next month.
Bo Guagua could not be reached for comment.
Kennedy School Professor of Practice Emeritus Marvin Kalb said that the recent stir in the media over the family indicates growing political tensions in China.
“Clearly Bo [Xilai] was someone who challenged the assumptions of the party and the timetable of the party,” Kalb said. “The people in power looked upon him as someone who was who challenging their authority.”
He added, “What you’re looking at is a [potential] change of direction of the Communist Party…. I believe the traditionalists at this point will end up winning the day. The man who represented a fundamental threat to their power and their style has been purged.”

Conservative Party co-treasurer Peter Cruddas has resigned after being filmed apparently offering access to Prime Minister David Cameron in return for donations of £250,000 a year.

The senior Tory fundraiser told undercover reporters pretending to be business representatives that “things will open up for you” if they donated that amount of money to the Tories.

In a meeting secretly recorded by The Sunday Times, he said: “It will be awesome for your business.”

Announcing his resignation, Mr Cruddas said in a statement: “I deeply regret any impression of impropriety arising from my bluster in that conversation. Clearly there is no question of donors being able to influence policy or gain undue access to politicians.

“Specifically, it was categorically not the case that I could offer, or that David Cameron would consider, any access as a result of a donation. Similarly, I have never knowingly even met anyone from the Number 10 policy unit. But in order to make that clear beyond doubt, I have regrettably decided to resign with immediate effect.”

On Sunday morning the Tories announced that Lord Fink is to replace Peter Cruddas as the party’s principal treasurer.

Hedge fund millionaire Lord Fink previously held the role until earlier this month, when it was taken over by Mr Cruddas.

Speaking on Sunday morning David Cameron said: “”What happened is completely unacceptable, this is not the way that we raise money in the Conservative party. It shouldn’t have happened.

“I’ll make sure there is a party inquiry to make sure this can’t happen again.”

A Tory spokesman said: “In the light of the resignation of Peter Cruddas yesterday, Lord Fink has agreed to return as the party’s principal treasurer, the role he stepped down from at the beginning of March. Michael Farmer will continue to support Stanley Fink as a co-treasurer.

“We are grateful to Stanley for agreeing to this and we believe that this will ensure that the treasurers’ department will continue to operate to the highest possible standards under his stewardship.”

Analysis – Has “the next big scandal” broken?

Mr Cruddas said he only took up the post at the beginning of the month and was “keen to meet anyone potentially interested in donating”. He said he had not consulted any politicians or senior party officials before the recorded conversation. Mr Cruddas told the undercover reporters that “premier league” donors – those giving £250,000 a year – could lobby Mr Cameron directly and their views were “fed in” to Downing Street. He said there was no point in “scratching around” with donations of £10,000. According to The Sunday Times, he believed that any prospective donations from the reporters – pretending to be wealth fund executives – would come from Liechtenstein and would be ineligible under election law. They are said to have discussed the creation of a British subsidiary and the possibility of using UK employees to make the donation.

Speaking on Sunday morning David Cameron said: “What happened is completely unacceptable, this is not the way that we raise money in the Conservative party. It shouldn’t have happened.

“I’ll make sure there is a party inquiry to make sure this can’t happen again.”

A Conservative Party spokesman said: “No donation was ever accepted or even formally considered by the Conservative Party. All donations to the Conservative Party have to comply with the requirements of electoral law.

“Unlike the Labour Party, where union donations are traded for party policies, donations to the Conservative Party do not buy party or government policy.”

Labour challenged the Prime Minister to “come clean” about what he knew and when. “Time and again the Tory party has been the obstacle to capping donations from wealthy individuals. Now it appears obvious why,” said Labour MP Michael Dugher who was speaking before Mr Cruddas quit.

The affair is likely to re-ignite the debate surrounding party funding, which has seen the Tories and Labour fail to reach a consensus despite both parties acknowledging the need for reform. The chairman of the Committee on Standards in Public Life, Sir Christopher Kelly, called last year for donations to be capped at £10,000 and for the parties to be funded largely by a taxpayer-funded grant.

But both parties dismissed the report, since the plan would curb the massive donations the unions pay to Labour and wealthy businessmen pump into Tory coffers.

Lib Dem Chief Secretary to the Treasury said the revelations were “utterly disgraceful.”

“This makes the case for reforming the system of party funding even stronger,” Alexander told the Andrew Marr Show on Sunday morning. “Over the next few weeks the three parties will be getting around the table.. to discuss how we can change how party funding works, to get the big funding out of politics.”

Labour shadow minister Michael Dugher said:

“We now hear the Tory treasurer boasting that some of these same millionaires who got a tax cut in the Budget this week can buy a seat at the private Downing Street dinner parties of David Cameron and George Osborne through donations worth hundreds of pounds to the Conservative Party.

“Will the PM say exactly what he knew and when about an apparent effort to sell access and influence in Downing Street?”

Tory deputy chairman Michael Fallon said no donations to the party could ever influence its policies. “I think [Cruddas] was blustering and boasting. No donation was accepted.

“He made a mistake here, and he’s resigned and he’s been replaced… he over-boasted about what you could do with a particular donation. That was wrong. It would certainly not have got through our normal compliance checks.

“Businessmen of course, like anybody else.. get access to politicians all the time. That’s part of the process of government, of listening to business. But the big change now is that if anyone meets a minister in the government, those meetings are not only recorded, but are published.”
