Inverted, because it is not possible to know whether the small, brazen, bold, desperate fist, held fearlessly and on the brink of mortal threat by the daughter of the Palestinian activist Nariman Tamimi, marks the moment in which a freedom fighter is forged and steeled, or the moment in which this girl is vanquished. Is this a trigger moment in her life, generating the self-image of a person who stands up for what she believes in, even in the face of an army? Or is it a moment of incalculable self-risk such as should not be foisted on children, and which deprives adults of their role as protectors? Is it to her benefit to struggle like everyone else, or more than others, her bravery living up to her mother’s standards? Or is it dangerous and reckless, an attempt to twist reality, to approach the soldier and raise a fist at him? To position herself opposite this young, bespectacled soldier, whose face is freckled and blotched with red and not in attack mode, to confront him below his outstretched arm? girl has thick, lovely yellow hair; a toy-like truck with a yellow tarpaulin is parked, down the road; and the fallow field is November-yellow. The yellow is almost too yellow. A camera dangles from the neck of a Palestinian next to the truck, watching the event unfold. The girl wears the same top she wore on August 24, when her mother was arrested before her eyes and the soldiers split into two groups, one holding her and her cousin, the others seizing her mother. There were plenty of photographers there that day. As a soldier held her with her arms pulled behind her back, she threw her head spasmodically from side to side and forward and back in urgent despair and with piteous, infantile crying, shouting and begging for her mother; until, finally, another soldier, unnerved by the wailing, which apparently set an inner clock within him ticking, shouted, “Hey, load the mother already” – though more as a way of trying to speed things up than deliberately choosing a verb inappropriate for human beings. After the door of the Jeep in which her mother was “loaded” had closed, the girl broke loose and ran down the road and kept running, and did not stop running. For more than three years the residents of Nabi Saleh, a West Bank village near Ramallah, have been protesting, with processions and demonstrations, against the takeover of their well and land by the Halamish settlement. For more than three years the army and the military-justice authorities have been occupied in suppressing the protest and punishing the protesters under military law. But in August, when her mother was arrested, the golden-haired girl from the Tamimi family drew media attention when she was photographed by Oren Ziv ‏(Activestills‏) as soldiers held her. The image, which was posted on the Facebook page “We are all against the extreme left,” spawned ugly responses from those who hate Arabs and who hate people. At first they thought she was not an Arab because of her blonde hair, but even when they thought she was a despicable leftist worthy only of contempt, they could see she was only a little girl. This did not stop them from urging monstrous tortures to liquidate her, and there are no reports to suggest that any of them, including women who wished her similar miseries, were arrested for making threats. Two months later, the demonstrations are continuing – because they cannot end until there is an agreement and the settlements are evacuated – and a Palestinian photographer now captures her determined back and raised arm. As such, he focuses on the symbolic aspect of her action, which fills the space between her clenched fist and the soldier’s outstretched arm. Because she is not crying here, is not passive, a complexity arises – notably in comparison to the images of masked, stone-throwing youths who appear time and again in photographs taken by Israelis in the territories. This is a disturbing image, because she is a girl, only a girl. It is an interesting image, morally complex, and also a beautiful one, because her head is lovely and the soldier is intriguing. Above all, it poses an ongoing question: How can it be that such a little girl stands at such close range to a soldier, and can we feel calm about it, even when it is clear that he is not hitting her? Will calm ever be an option? And then lines leap to mind whose message had always seemed extraordinarily pertinent – lines written by Israel’s unofficial poet laureate, Yehuda Amichai, in memory of his commander in the 1948 War of Independence, who was killed in a Gazan village – but whose message now, in the case of the girl from the Tamimi family, seems to be nullified. Will it ever be possible to read them to her and to the soldier? Do not forget, Amichai wrote ‏(in the translation by Barbara and Benjamin Harshav‏), “Even a fist was once an open palm with fingers.”

The UK is to stop giving financial aid to India by 2015, the international development secretary has announced. Support will be gradually cut by about £200m ($319m) between 2013 and 2015 before being wound up completely. Minister Justine Greening said the move reflected India’s economic progress and status as a global force. The UK’s financial support to India, one of the world’s fastest-growing economies, has been controversial for some time – particularly among Tories. Ministers have defended it in the past on the basis of the extreme poverty persisting in rural areas and historic colonial ties between the two countries. Ms Greening has been conducting a review of all financial aid budgets since taking over the role in September and visited India earlier in the week to discuss existing aid arrangements. ‘Changing place’ She said the visit confirmed the “tremendous progress” that India was making and the basis of the UK’s support needed to shift from direct aid to technical assistance in future. The announcement that the UK is scrapping aid to India has been long expected and will not have come as a surprise to the Indian government. India has long held the position that while it welcomes financial aid from overseas from those who choose to give it, it will never actively seek it. By focusing post-2015 support on trade, skills, health and private sector anti-poverty projects which can generate a return on investment, the UK estimates that its overall contribution will be one-tenth of the current £280m budget. It says 60 million people have been lifted out of poverty as a result of the doubling of spending on health and education since 2006. The UK also says bilateral trade between the two countries is flourishing, growing 20% in 2010. From 2015, development experts will continue to work alongside the Foreign Office and UK Trade and Investment but focused on sharing advice on poverty reduction, facilitating private sector projects and global partnerships in food security, climate change and health prevention. David Cameron’s Gulf mission is a conspicuous attempt to calm relations with Saudi Arabia and the United Arab Emirates, both vital trading partners, after spats caused by the changes during the Arab spring and fears over the growing strength of Islamist groups in the Middle East. The trip is part of an ongoing effort to smooth recently ruffled feathers in the two autocratic states and ensure that billions of pounds worth of defense sales and other UK economic interests are not affected. Problems on the prime minister’s agenda include sudden difficulties over renewing a key BP oil concession in Abu Dhabi, the largest of the Arab emirates, and worries about a £7bn fighter aircraft deal with Saudi Arabia. Both countries are bristling over criticism of their human rights records – though little of it is from the British government. UK trade with the Gulf is worth £17bn a year.

Cameron’s trip was arranged some time ago, but follows last month’s extraordinary outburst by the Saudi ambassador to London, who said the kingdom felt “insulted” by a planned parliamentary investigation into Britain’s relations with Saudi Arabia and Bahrain. Saudi sources warned the BBC that there could be a retaliatory “review” of the country’s ties with the UK. British officials have subsequently been scrambling to explain that the government cannot control the Commons foreign affairs committee. One view was that the ambassador may have been covering his back, rather than acting with the authority of the foreign minister, Saud al-Faisal, who has been ill. Saudi officials complained that the foreign affairs committee had been “manipulated” by members of the vocal Bahraini opposition, some of them with links to Iran, who are keen to stress the Saudi role in helping to crush the unrest in Bahrain in March 2011. Friends and critics of Saudi Arabia agree that the parliamentary move had damaged the country’s already poor image in the UK. William Hague, the foreign secretary, and Philip Hammond, the defense secretary, are planning separate Gulf tours. Compounding tensions with the Saudis is what regular visitors describe as a sense of drift in Riyadh, where 88-year-old King Abdullah is ailing, reforms are moving at a glacial pace and the future is uncertain. Another part of the problem is a London embassy that is notoriously prickly and uncommunicative. Little damage has been felt so far, but there is palpable nervousness regarding the future. Cameron will push for the completion of the BAE Systems deal for 72 Typhoon jets, maintenance and missiles, and for lucrative business with the UAE, where the defence manufacturer has “huge ambitions,” in the words of its chairman Dick Olver. “The Saudis will play Russian roulette with payments which could be quite exciting given BAE’s current problems,” predicted a businessman with long experience of the region. “They will use political stuff as a point of leverage – whatever tools they have at their disposal.” Precedent is worrying. In 2006 the Saudis threatened to end counter-terrorist cooperation with the UK unless the serious fraud office dropped its investigation into BAE Systems over the al-Yamamah arms deal. Sir Sherard Cowper-Coles, ambassador to Saudi Arabia at time, assessed that the threat was real and the investigation was shelved on national security grounds. He is now BAE’s international business development director. Unrest in the eastern provinces, home to the country’s Shia minority, is another highly sensitive issue, with Gulf officials warning that the Saudis will not countenance interference in their internal affairs. The Foreign Office categorizes the kingdom as a “country of concern” in terms of human rights, but its criticism is discreet. “Saudi Arabia … gets a comparatively easy ride given the scale of the human rights violations in the kingdom,” Amnesty International said last week. Uncertainty over the BP concession suggests pressure is already being applied by the UAE, brooding over regional and local issues. Like the Saudis, the Emiratis were devastated by the west’s abandonment of President Hosni Mubarak of Egypt last year and the rise to power of the Muslim Brotherhood across the Middle East. The UAE is also notably hawkish on Iran, whose nuclear programme is at the centre of regional tensions. Emirati leaders have been angrily expressing their concerns to the UK, diplomats say. Tempers flared recently over coverage of Islamists and human rights issues by the Guardian and BBC, triggering a Twitter campaign accusing Britain of backing “traitors”. Independent observers are pleased that the UK is becoming more critical of the status quo in Bahrain, where the British government criticised a ban on demonstrations as “excessive” last week. “People are surprised that the British are taking such a critical role in assessing the situation in a way that might have a negative impact on trade,” said Mansour al-Jamri, editor of the Bahraini newspaper al-Wasat. But others see more continuity than change in the region as a whole. “The Gulf states are unnerved by the ease with which the US and UK have shifted towards engaging with the Muslim Brotherhood in North Africa,” said Jane Kinninmont of Chatham House. “They don’t want what happened to Mubarak to happen to them. Elsewhere in the Middle East things are different, but I struggle to see any difference in policies towards the Gulf. Britain is doing business as usual in Bahrain despite the protests. That’s a signal that will not be lost on the Saudis as they deal with unrest in their eastern provinces.” If the Saudis are now silent, their British friends are speaking out. Daniel Kawczynski, the Tory MP who chairs the all-party parliamentary group on Saudi Arabia, says the row over the foreign affairs committee inquiry has been “extremely unhelpful and damaging” to relations between the two countries. “Every time I take an MP to Saudi Arabia their views are radically changed,” Kawczynski said. “There is a huge amount of prejudice in the House of Commons as there is in the country as a whole, because you only ever hear negative press reports. People have a very distorted view of the kingdom. I would be very put out if the Saudis came to this country and challenged and berated me about all our social ills – whether neglect of the elderly or drug abuse or inner city crime. But we constantly criticise the Saudis in a quasi-colonialist and condescending and derogatory manner. You have to consider what would happen if Saudi Arabia was in the hands of an extremist Muslim government.”

Following Morsi’s decision to dismiss top military brass, Israeli officials brace to see how this will affect relationship • Source: Unclear whether new military officials fully appreciate vital necessity of military relationship between countries. Israel was cautiously monitoring the situation in Egypt on Monday, following Egyptian President Mohammed Morsi’s stunning decision to dismiss Cairo’s two top generals and quash a military order that had curbed the new leader’s powers. Israel was reportedly surprised by the decision to dismiss Commander-in-Chief of the Armed Forces and Minister of Defence Field Marshal Hussein Tantawi, and Chief of Staff Sami Enan, and is watching the evolving situation with some concern. Morsi stunned the world on Sunday, when he announced that he would be replacing them — in essence dismissing the most powerful figures in Egypt the post-Mubarak era. A senior government source told Israel Radio on Monday morning that the incoming heads of the Egyptian military are well-aware of the importance of cooperation with Israel over the situation in the Sinai Peninsula and along the border between Israel and Egypt. However, the source added, that it was as yet unclear whether they fully appreciated the vital necessity of military cooperation between the two countries. Morsi’s current position of no direct communication with Israel makes it very difficult to establish any sort of dialogue and cooperation, and also makes it more difficult to formally assess the plans of the new Egyptian government. In an interview with Army Radio on Monday, former Deputy Chief of General Staff Dan Harel said that “This is a belated result of the elections and is a legitimate move … The question is whether this move is good for Israel. We are waking up to a Middle East that is a lot less convenient for us. The strategic environment around us is very complicated … We should find a way to cooperate with the largest Arab country in the area.” Former Israeli Ambassador to Egypt Zvi Mazel commented that we may see a brief period of crisis in Israel’s relations with Egypt. He added that support for the Muslim Brotherhood in Egypt is actually lower than the support it managed to secure ahead of the elections. The organization would therefore have to invest efforts in the coming months to lay down secure foundations for its leadership in Egypt. MK Benjamin Ben-Eliezer (Labor), who had close links to ousted Egyptian President Hosni Mubarak and his regime, told Israel Radio on Monday that he had not been surprised by Morsi’s decision. He said it was an internal decision and one that should have been expected. The only thing that should interest Israel is whether he continues to respect the peace treaty between Israel and Egypt, he added. He also said that Israel should carefully follow what is happening in Egypt, particularly the Islamic camp, and warned that no one should delude themselves that after 80 years, the Muslim Brotherhood will abandon its roots. The new Chinese Communist Party leader of the Chongqing megalopolis said fallout from the Bo Xilai scandal has damaged the image of the Party and will affect the city’s development. In remarks delivered at the Chongqing CCP leadership meeting on Monday, party head Zhang Dejiang criticized Bo, the man he replaced, for “greatly damaging the image of the Party” and China, according to a transcript published on the city’s website. Bo, a former Politburo member and formerly considered a rising star in the CCP, was ousted from power in March and is reportedly under investigation for serious “disciplinary violations.” Zhang referred specifically to the death of British businessman Neil Heywood in the Monday speech—though the Party’s case against Bo goes far beyond that. In February, Bo’s chief of police, Wang Lijun, fled to a U.S. Embassy in an attempt to seek asylum, essentially marking the beginning of Bo’s downfall. Zhang also referred to the Wang Lijun incident. Bo is part of a “bloody hands” faction, meaning he is a key ally to former leader Jiang Zemin and Politburo Standing Committee member Zhou Yongkang, who oversees the powerful Political and Legislative Affairs Committee (PLAC). Bo and Zhou are reported to have conspired to seize the leadership of the country, which was to happen after Xi Jinping was installed as Party and state chief later this year. He is also guilty of fomenting a personality cult in Chongqing centered around Maoist revivalism and crackdowns (and asset stripping) against businessmen and criminals labeled as belonging to the mafia. When Bo was removed from power, it also exposed the rift between the bloody hands faction and Party leaders Hu Jintao and Wen Jiabao, ahead of the all-important leadership change in October. Zhang’s criticism of Bo is a rarity in China as many state-run media entities and government officials have mostly remained silent on the issue ever since the former Chongqing boss was stripped of power. Zhang also said, “We believe we should separate the achievements in Chongqing and the hard work of its residents in the past five years” from Bo’s dismissal and violations, the death of Heywood, and Wang Lijun’s escape to the U.S. consulate. Bo is accused of nepotism, corruption, and abusing his power by seeking forced confessions, using torture, and committing other offenses.
