Last week, The New York Times in an article authored by James Dao and Andrew N. Lehren laid out the impact of the Afghan war on the families of those fighting in a way that only The Times is able to do. God bless The Times for the article and the published pictures of the 2,000 Americans who have died in that war defending our country. It is the longest war in our history. It started as most Americans will remember on 9/11/2001 when Osama bin Laden, then headquartered in Afghanistan under the protection of the Afghan Taliban government planned and executed the acts of terrorism – blowing up the two World Trade Center towers in lower Manhattan, destroying part of the Pentagon in Washington, D.C. and seeking with a third plane to destroy the Capitol, which plane was recaptured by its passengers over Pennsylvania where it crashed. All together, 2,977 people were killed, not including the hijackers, 2,606 at the World Trade Center, 125 at the Pentagon and 246 on the four planes involved, including 40 passengers and crew who died in Shanksville, Pennsylvania. For nearly eleven years, we have waged war in Afghanistan and have had significant victories. Not long ago, our special forces Navy Seals killed Osama bin Laden who was living in Pakistan apparently under the protection of the Pakistani Inter-service Intelligence (I.S.I.), our supposed ally. According to the C.I.A. director, now Secretary of Defense, Leon Panetta, we have through various means, including assassinations with the aid of drones, reduced the number of al-Qaeda personnel to less than 50 in Afghanistan. However, the Taliban now controls near half of the country and is able to effectively wage war against the combined American and Karzai government forces. Our government has announced that we intend to leave Afghanistan by the end of 2014 – more than 2 years away – after we have trained the Karzai government forces so they can defend their own country. However, the Karzai government, which is corrupt and has reportedly skimmed off billions of U.S. government monies intended for infrastructure and military supplies, does not have the support of the Afghan population except for his own Pashtun ethnic group, the largest in Afghanistan, and is unlikely to be able to defeat the Taliban. The Taliban, a terrorist organization, apparently did and does have more of the hearts and minds of the Afghanis for the following reasons: (1) its religious fundamentalism, including the application of Sharia or Muslim religious law; (2) its lack of corruption or at least far less than that of Karzai’s government; and (3) its better trained soldiers endowed with the strength of their own convictions. Why would we think it is our mission in life to keep the corrupt Karzai government in power? This is sheer madness stemming from our government deluding itself into thinking that we are protecting the American homeland by preventing the Taliban from taking over the Afghan government. The people of Afghanistan, not just those supporting the Taliban, but those supporting Karzai, hate us. The immediate affect of that hate is demonstrated by the fact that the very people being trained in the Karzai army by American military trainers are killing those American military personnel. The Times article of August 21st reported, “But this year, another threat emerged: an intensified wave of attacks by Afghan security forces. In just the past two weeks, at least 9 Americans have been killed in such insider attacks. For the year to date, at least 40 NATO service members, most of them American, have been killed by either active members of the Afghan forces or attackers dressed in their uniforms – already outstripping the toll from all last year.” An even worse indictment of our policy is that, according to The Times, “[m]ore active duty and reserve soldiers killed themselves last year, 278, than died in combat in Afghanistan, 247.” They broke under the pressure of it all. Think of the many who thought of killing themselv, but are psychologically severely damaged. Why are we still in Afghanistan? Apparently, we are there for the same reason the Obama administration hoped to stay in Iraq: to have a military base forever. While President Obama now points to our having gotten out of Iraq as a source of pride, we know had he had his druthers, he would have stayed forever, but the Iraqi government demanded we leave even before 2014. The Iraqi government is no friend of ours and is part of the conference of 40 nations now convening in Iran in a show of support for the Iranian regime. That regime is proceeding with its nuclear program, despite heavy international sanctions, and is continuing its call for wiping out Israel. The Taliban is our enemy, but without the ability to injure the U.S. were we to leave and it became the government. The countries with the ability to injure us physically here in the U.S. are Pakistan and ultimately Iran. Both of those countries also provide modern bases for terrorist networks. We are now approaching what happened in Vietnam when ultimately we fled Saigon. Remember the sight of helicopters lifting people from the roof of our embassy and flying them to carriers off the coast? Must we wait for that to happen here? General Dempsey, Chairman of the Joint Chiefs of Staff, was recently in Kabul conferring with General Allen, head of our forces in Afghanistan, trying to come up with a solution to the problem of Karzai soldiers shooting their American trainers. During his stay in Kabul, his plane sitting on the tarmac in a highly secure area was attacked forcing him to use another. The Times of August 19th described the meeting between Generals Dempsey and Allen as follows: “After months of military leaders’ attempts to tamp down worries over the killings of American and NATO troops by the Afghan forces serving beside them, Gen. John R. Allen, the top commander in Afghanistan, called an urgent meeting of his generals last Wednesday to address the escalating death toll. In a room crowded with more than 40 commanders, the general underscored the need to quickly stop the bloodletting that is sapping morale, according to NATO officials, part of a new emphasis on protecting American and NATO forces after a spate of attacks that included the killing of six Marine trainers this month. In one of a series of recent steps, the military decreed that American and NATO service members should always carry a loaded magazine in their weapons, to save precious moments if attacked by Afghan forces. Another initiative, now a priority, is a program named ‘Guardian Angel’ that calls for one or two soldiers to monitor the Afghans during every mission or meeting, officials say. The ‘angels,’ whose identities are not disclosed to the Afghans, must be prepared to fire on anyone who tries to kill a coalition service member.” The Times article of August 21st quoted a Marine Colonel who said: “Everyone was shocked, including me, that we lost that many guys that quickly,’ Colonel Morris said. ‘But honestly, me and most of my Marines would have rather come home in body bags than let the Taliban claim a victory.’” America does not want its sons to come home in body bags. The American public wants them to come home alive and only sacrifice their lives to protect Americans. No, America weeps at the anguish of the mother of a Marine who was killed, quoted in the Times, ” He was the most lovable, caring human being,’ she said of her son. ‘He wore his heart on his sleeve. Beautiful, beautiful, beautiful.’”This morning, August 27th, Reuters reported, “[a] rogue Afghan soldier shot dead two U.S. troops in east Afghanistan on Monday, the NATO-led coalition said, the latest in a series of insider killings that have strained trust between the allies ahead of a 2014 pullout by foreign combat troops. The deaths in Laghman province brought to 12 the number of foreign soldiers killed this month, prompting NATO to increase security against insider attacks, including requiring soldiers to carry loaded weapons at all times on base.” Mr. President and Mr. Romney, why do both of you continue to support our remaining in Afghanistan? A mother suspected of leaving her five children alone in a house with their two housemaids for ten months as she hid from creditors is to face charges of neglect. The woman, an Emirati whose identity has not been disclosed, is thought to have been hiding from creditors to whom she owed debts of Dh800,000 while the maids cared for the three boys and two girls – aged between two and 10 years. The mother is thought to have paid occasional visits during which she would order the maids to lock the children in a room so they could not spot her. A friend of the woman noticed the children were unattended during an unannounced visit in June and notified police when she was informed that the mother no longer lived there. She was told the mother had last visited the house in March. Dubai Police’s General Department of Human Rights then visited the children and found them in poor condition. Their investigation found that the mother had gained custody of the children after divorcing in 2009. She had promised to take care of the children while the father agreed to provide financial support. The mother told police that she was facing financial problems and that her husband was not providing for them. However, the father said that he had been paying the children’s expenses as ordered by court, but added that he had filed a lawsuit to regain custody as he believed his wife was neglecting them. Only two of the children were registered in school. The department’s director Colonel Mohammed Al Murr said that following their investigation the children had been placed with their father while authorities decided how to proceed. On receiving the department’s report, Dubai’s Attorney General Essam Al Humaidan ordered the woman to be charged with endangering the lives of juveniles. salamir@thenational.ae

Peter Sands: survivor of the financial jungle Illustration of Peter Sands. Peter Sands could have followed the path of diplomacy instead of banking after a childhood spent in Asia often the sun has set on the British empire. The chief executive of Standard Chartered was born in 1962 to British parents who ran rubber plantations. A boyhood spent growing up in newly independent countries including Malaysia and Singapore followed by a stint at Oxford’s illustrious Brasenose College almost resulted in a career as a diplomat. But Mr Sands‘s short stay at the UK foreign office after graduating soon took a different turn when he left to pursue work in the private sector. Two decades later, at the head of one of Britain’s most successful banks, the Oxford and Harvard-educated Mr Sands has remained in public life – and until this month, for all the right reasons. He had been among the loudest industry voices to admonish the banking sector as the Libor scandal gripped the City of London and Wall Street. With his thick, dark eyebrows, spectacles and white hair, Mr Sands has something of a professorial demeanour, a far cry from the gung-ho investment bankers found elsewhere in the City of London. Standard Chartered (StanChart) previously had not been linked to the Libor investigations – or any major banking scandal, save for troubles with complex investments that were relatively minor compared with those faced by other banks during the financial crisis. That all changed this month. Allegations that StanChart had allowed US$250 billion (Dh918.25bn) of prohibited transactions with Iran caught the bank by surprise. It was characterised as a “rogue institution”, with an “evident zeal to make hundreds of millions of dollars at almost any cost”, in the words of Benjamin Lawsky, New York’s superintendent of financial services. And after the bank initially mounted a vehement defence against the claims, Mr Sands cut a more contrite figure. “We made mistakes,” he said, in the midst of the crisis. “And we’re sorry. They were made in good faith and we didn’t intend to break the rules.” Settling the investigation by paying $340m in penalties within a few days, the bank’s crisis ended with a capitulation, albeit a grudging one. Nonetheless, Mr Sands may be holding his head higher than his British rivals at HSBC, which ended a similar investigation by the US Senate with an admission of all wrongdoing and full public apology. HSBC, the bank’s long-time rival and which is referred to internally as the “ugly sister”, has significantly retooled its business model over the past two years to be more focused on the same markets in which StanChart makes most of its profits. Imitation may be the sincerest form of flattery but as a chief executive, Mr Sands requires little. During his time at the bank, StanChart has run 10 consecutive years of increasing annual profits. Mr Sands might have been raised in the British empire’s former colonies. But any associations with the old boys’ clubs of Edwardian Britain are misplaced. Joining StanChart in 2002 as the group finance director, despite his lack of a background in accounting, he was able to rise to the role of chief executive within four years. He also oversaw the hiring of the first two Indian executive directors in the bank’s history. His reputation is also partially due to having had the good fortune to be running an emerging market-focused bank during a period when the West atrophied. But he has reasonable claims to have led Britain’s rehabilitation as a force for progress in a post-imperial age – as StanChart bankrolled almost a decade of development across Africa, Asia and the Middle East and emerging markets became economic powerhouses to rival the West. Indeed, Mr Sands is more likely to be found locked in an intellectual duel with Martin Wolf in the opinion pages of the Financial Times than snapped golfing on the front of tabloid newspapers under a sensational headline about his salary. While western banking titans were being downgraded, StanChart was one of the few whose credit rating improved. That has not stopped allegations of smugness, of course. Nevertheless, it is hard to see the British banking establishment rallying around other heads of British lenders in the same way they backed Mr Sands in the wake of the New York regulator’s actions. The Bank of England governor Sir Mervyn King explicitly criticised the actions by New York regulators for making public statements ahead of the completion of their investigation, while Boris Johnson, the London mayor, decried American “protectionism”. To many in the London establishment, Mr Sands was not just defending his bank but Britain’s competitiveness in trade finance. After all, who were these Americans to tell the rest of the world who to deal with? The robust defence of StanChart is further complicated by the fact that it is something of an oddity in the United Kingdom where it is headquartered but maintains no high street presence. In the UAE, where the bank has operated since the days of the Trucial States, it is far more visible with a retail franchise and the second-biggest investment banking business in the region. Mr Sands cuts a large public profile in the UAE, having attended the groundbreaking in March last year of the bank’s new $140m Dubai head office alongside Sheikh Ahmed bin Saeed Al Maktoum, the chairman of Emirates Group. “This is a strategic investment, demonstrating Standard Chartered’s long-term commitment to our customers, clients and the community in the UAE,” Mr Sands said at the time. The point was clear: StanChart, unlike British lenders nationalised during the financial crisis such as Lloyds Banking Group or Royal Bank of Scotland, was in no hurry to slim down its Middle East operations. To illustrate this, it is one of the few international banks in the region to have quietly hired staff during the past few years. But its “Here for Good” branding always sat uneasily during the years the lender maintained operations in Zimbabwe, even if it did so alongside other international banks. But the worst the bank faced were charges of hypocrisy. Allegations that StanChart played a role as a conduit for Iranian trade may prove harder to shake as further investigations remain pending with the US federal authorities. More unpleasant details could yet surface. But Mr Sands has so far survived the first major crisis of his 10 years in banking with his job intact. Still, the reputational damage may be hard to erase. StanChart’s squeaky-clean image following the financial crisis helped Lord Mervyn Davies, Mr Sands’s predecessor as the chief executive, secure a position as a UK minister for trade and investment. Before the bank’s imbroglio with regulators, Mr Sands had been rumoured as a potential candidate to succeed Sir Mervyn King as the head of the Bank of England. That notion may well now be dead. In past centuries, a British businessmen whose reputations were sullied in the City could always depart to find a new life in the colonies. Mr Sands, whose name has been made from the resurgence of those territorial possessions as dynamic emerging markets, may not have that option. ghunter@thenational.ae

Peter Sands: survivor of the financial jungle Illustration of Peter Sands. Peter Sands could have followed the path of diplomacy instead of banking after a childhood spent in Asia often the sun has set on the British empire. The chief executive of Standard Chartered was born in 1962 to British parents who ran rubber plantations. A boyhood spent growing up in newly independent countries including Malaysia and Singapore followed by a stint at Oxford’s illustrious Brasenose College almost resulted in a career as a diplomat. But Mr Sands‘s short stay at the UK foreign office after graduating soon took a different turn when he left to pursue work in the private sector. Two decades later, at the head of one of Britain’s most successful banks, the Oxford and Harvard-educated Mr Sands has remained in public life – and until this month, for all the right reasons. He had been among the loudest industry voices to admonish the banking sector as the Libor scandal gripped the City of London and Wall Street. With his thick, dark eyebrows, spectacles and white hair, Mr Sands has something of a professorial demeanour, a far cry from the gung-ho investment bankers found elsewhere in the City of London. Standard Chartered (StanChart) previously had not been linked to the Libor investigations – or any major banking scandal, save for troubles with complex investments that were relatively minor compared with those faced by other banks during the financial crisis. That all changed this month. Allegations that StanChart had allowed US$250 billion (Dh918.25bn) of prohibited transactions with Iran caught the bank by surprise. It was characterised as a “rogue institution”, with an “evident zeal to make hundreds of millions of dollars at almost any cost”, in the words of Benjamin Lawsky, New York’s superintendent of financial services. And after the bank initially mounted a vehement defence against the claims, Mr Sands cut a more contrite figure. “We made mistakes,” he said, in the midst of the crisis. “And we’re sorry. They were made in good faith and we didn’t intend to break the rules.” Settling the investigation by paying $340m in penalties within a few days, the bank’s crisis ended with a capitulation, albeit a grudging one. Nonetheless, Mr Sands may be holding his head higher than his British rivals at HSBC, which ended a similar investigation by the US Senate with an admission of all wrongdoing and full public apology. HSBC, the bank’s long-time rival and which is referred to internally as the “ugly sister”, has significantly retooled its business model over the past two years to be more focused on the same markets in which StanChart makes most of its profits. Imitation may be the sincerest form of flattery but as a chief executive, Mr Sands requires little. During his time at the bank, StanChart has run 10 consecutive years of increasing annual profits. Mr Sands might have been raised in the British empire’s former colonies. But any associations with the old boys’ clubs of Edwardian Britain are misplaced. Joining StanChart in 2002 as the group finance director, despite his lack of a background in accounting, he was able to rise to the role of chief executive within four years. He also oversaw the hiring of the first two Indian executive directors in the bank’s history. His reputation is also partially due to having had the good fortune to be running an emerging market-focused bank during a period when the West atrophied. But he has reasonable claims to have led Britain’s rehabilitation as a force for progress in a post-imperial age – as StanChart bankrolled almost a decade of development across Africa, Asia and the Middle East and emerging markets became economic powerhouses to rival the West. Indeed, Mr Sands is more likely to be found locked in an intellectual duel with Martin Wolf in the opinion pages of the Financial Times than snapped golfing on the front of tabloid newspapers under a sensational headline about his salary. While western banking titans were being downgraded, StanChart was one of the few whose credit rating improved. That has not stopped allegations of smugness, of course. Nevertheless, it is hard to see the British banking establishment rallying around other heads of British lenders in the same way they backed Mr Sands in the wake of the New York regulator’s actions. The Bank of England governor Sir Mervyn King explicitly criticised the actions by New York regulators for making public statements ahead of the completion of their investigation, while Boris Johnson, the London mayor, decried American “protectionism”. To many in the London establishment, Mr Sands was not just defending his bank but Britain’s competitiveness in trade finance. After all, who were these Americans to tell the rest of the world who to deal with? The robust defence of StanChart is further complicated by the fact that it is something of an oddity in the United Kingdom where it is headquartered but maintains no high street presence. In the UAE, where the bank has operated since the days of the Trucial States, it is far more visible with a retail franchise and the second-biggest investment banking business in the region. Mr Sands cuts a large public profile in the UAE, having attended the groundbreaking in March last year of the bank’s new $140m Dubai head office alongside Sheikh Ahmed bin Saeed Al Maktoum, the chairman of Emirates Group. “This is a strategic investment, demonstrating Standard Chartered’s long-term commitment to our customers, clients and the community in the UAE,” Mr Sands said at the time. The point was clear: StanChart, unlike British lenders nationalised during the financial crisis such as Lloyds Banking Group or Royal Bank of Scotland, was in no hurry to slim down its Middle East operations. To illustrate this, it is one of the few international banks in the region to have quietly hired staff during the past few years. But its “Here for Good” branding always sat uneasily during the years the lender maintained operations in Zimbabwe, even if it did so alongside other international banks. But the worst the bank faced were charges of hypocrisy. Allegations that StanChart played a role as a conduit for Iranian trade may prove harder to shake as further investigations remain pending with the US federal authorities. More unpleasant details could yet surface. But Mr Sands has so far survived the first major crisis of his 10 years in banking with his job intact. Still, the reputational damage may be hard to erase. StanChart’s squeaky-clean image following the financial crisis helped Lord Mervyn Davies, Mr Sands’s predecessor as the chief executive, secure a position as a UK minister for trade and investment. Before the bank’s imbroglio with regulators, Mr Sands had been rumoured as a potential candidate to succeed Sir Mervyn King as the head of the Bank of England. That notion may well now be dead. In past centuries, a British businessmen whose reputations were sullied in the City could always depart to find a new life in the colonies. Mr Sands, whose name has been made from the resurgence of those territorial possessions as dynamic emerging markets, may not have that option. ghunter@thenational.ae

How Would Israel Bomb Iran? By YIFEI ZHANG: August 22, 2012 1:10 PM EDT

Photo: Wikipedia CommonsThere is a chance that Israel may attack Iran before the U.S. presidential election, perhaps sometime this fall. It’s not a certainty, but certainly a possibility strong enough to warrant careful consideration of the consequences and repercussions (Foreign Policy magazine is suggesting that a post-election or early 2013 strike is more likely). Hawkish elements in Israel, including Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak, are arguing that sanctions and diplomatic pressure from the U.S. and the international community have been largely ineffective in slowing Iran’s nuclear development. On March 5, Netanyahu said during a visit to Washington that “we’ve waited for diplomacy to work. We’ve waited for sanctions to work. None of us can afford to wait much longer. As Prime Minister of Israel, I will never let my people live under the shadow of annihilation.” Although experts in the West are still divided over whether Iran’s nuclear program is meant to develop a nuclear capability with the potential to eventually produce nuclear weapons, actual nuclear weapons or just plain nuclear power for civilian use, no Israeli government would want to go down in history as the one that allowed Iran’s development of nuclear arms, even if only as a possibility. Iran’s possession of nuclear arms in essence negates Israel’s dominance of the chain of escalation in the Middle East: Israel’s suspected possession but avowed ambiguity on its own nuclear weapons. It also raises fears among the Israeli right-wing that Tehran would use nukes as an insurance policy as it promotes new violence and Islamic revolution abroad, through its proxy organizations. In November 2011, Barak said the opportunity for attacking Iran would close within nine months. In February, the Washington Post claimed that U.S. Defense Secretary Leon Panetta thought the attack would occur as early as April, May or June — revealing of a level of uncertainty even within the U.S. administration about Israel’s plans. Hardliners in Tel Aviv warn that a “window of opportunity” to use military force to severely cripple or set back Iran’s nuclear program is quickly closing; given more time, military preparations and nuclear development in Iran may produce the requisite materials and technologies needed to assemble a device. Opponents of the military option say the move could even further destabilize an already fragile region (see Syria, Egypt, Lebanon and Iraq, for example) and jeopardize the global economic recovery. A larger war could drag the U.S. back into a costly Middle Eastern conflict and cement Iran’s animosity toward the West. Tehran, in turn, could decide to strike out at U.S. targets throughout the Middle East and Central Asia. Worse, it could embolden future development of nuclear arms. Israel will need to severely damage some or all of four major nuclear sites in Iran. The country has seven known and suspected sites in total (including a light-water reactor at Bushehr, started by the Germans and completed by the Russians). However, sites linked to its fuel cycle and uranium enrichment process are considered key targets for delaying its nuclear development — experts estimate possibly for as much as three to five years. Natanz, in central Iran, holds some 9,000 uranium enrichment centrifuges (according to the International Atomic Energy Agency) within a steel, concrete and earth-reinforced underground structure. Although most of the activity at the site is thought to be geared toward enriching uranium-235 to 5 percent purity, usable as commercial-grade fuel for civilian power, parts are now suspected of being able to enrich up to 20 percenpurity, enough for a low-yield crude nuclear weapon. Photo: ReutersFordow, built under a small mountain near the city of Qom and thought to be additionally hardened when compared to Natanz, may hold as many as 3,000 centrifuges. The IAEA believes the site can produce both 5 percent and 20 percent enriched uranium. Although the site is smaller than Natanz, it is far more deeply buried and may be near-impossible to hit directly with the munitions currently known to be possessed by Israel. Located at Esfahan, also in central Iran, is an above-ground uranium conversion facility that turns uranium oxide into uranium hexafluoride gas, the substance used in centrifuges to produce enriched uranium-235. Arak, southwest of Qon, is the location of an above-ground heavy water reactor currently being constructed. Heavy water reactors are considered to be of greater risk to nonproliferation organizations since they do not need to use enriched uranium and produce greater amounts of radioactive byproducts like plutonium and tritium that can be used in nuclear weapons. The Strike An Israeli operation would predominantly rely on its renowned air force but may also call on its highly trained special operations forces, innovative cyberattacks and perhaps limited use of its ballistic missiles. A strike on Iran’s facilities would likely involve the most modern of Israel’s long-range warplanes: The country has 25 Boeing F-15I and 100 Lockheed Martin F-16I fighter-bombers, both modified versions of U.S. jets, as the “I” for Israel in their model names indicates. Abdullah Toukan and Anthony H. Cordesman at the Center for Strategic and International Studies, a Washington think-tank, estimated in 2009 that simultaneous strikes on Natanz, Esfahan and Arak would require some 90-100 planes. That would be almost the entire total of the Israelis’ advanced frontline jets. Fighters would likely be accompanied by up to a dozen mid-air refueling planes, as well as electronic warfare aircraft to help blind or sabotage Iranian air defenses and communications. The F-15Is could carry one GBU-28 each, a 5,000 pound bunker-busting bomb thought to have the ability to penetrate defenses at Natanz. The depth of Fordow presents a trickier problem. Photo: Reuters/ USAF Only the U.S. is known to have a conventional bomb capable of directly damaging the facility, the newly developed GBU-57 Massive Ordnance Penetrator, a 30,000-pound weapon designed to dig deep into earth and concrete to destroy buried facilities. The U.S. has not provided the GBU-57 to Israel. However, attacks on ventilation and entrances to the site can still close it down and do major damage. Above-ground facilities would only require one to three bomb strikes to be destroyed. Israel also possesses the Jericho II ballistic missile, which may allow air power to be directed against underground facilities while the long-range missiles hit above-ground buildings. Open source information, however, does not reveal the accuracy of Israel’s ballistic missiles. Israel has used air strikes twice in the past to remove nuclear facilities from other countries in the region. In 1981, it obliterated Iraq’s Osirak nuclear reactor, then being constructed by France. In 2007, it destroyed a nuclear site in Syria at al-Kibar, suspected of being built by North Koreans. In the 2007 case, a small-size group of Israeli jets, thought to be just a half dozen, penetrated Syrian airspace at nighttime, largely undetected, while special operations teams already on location painted the facility with lasers to direct the planes’ munitions. David Fulghum of Aviation Week and Space Technology (and many others) suspect that Israel used cyberattacks to penetrate and fool Syrian radars and air defenses. An operation against Iran may see similar methods deployed. But Israeli planes are not stealthy, and a larger number (like the 100-strong group envisioned above) would show up far more easily on Iranian radars. The Israeli planes would also need to transit through the air spaces of Turkey, Syria, Iraq, Kuwait and/or Saudi Arabia. Acquiescence to Israeli air forces transiting their air spaces may result in Iran seeing those nations as potential targets in a reciprocal attack. The Defenses Much of Iran’s air defenses are based on missiles bought from the West in the early 1970s and on dated systems from the Soviet Union. It terms of surface-to-air missiles, it has the Hawk from the U.S. (150 systems), the Rapier from the UK (30 systems) and the SA-5 from the former USSR (200 systems). Iran also has 30 Gauntlet (known in the West as SA-15) missile systems from Russia, used to shoot down planes at low and medium altitudes, but the far more feared high-altitude S-300 (or SA-10) was never delivered in any significant number from Moscow. Iran says it has produced local equivalents to the above weapons or upgraded the older ones with modern communications, but the claim is difficult to verify. The country also has hundreds of anti-aircraft artillery and smaller, man-portable anti-aircraft missiles. Air defenses need to be dispersed across the country and would be difficult to redeploy on short notice. Israeli bombing would likely make at least some effort to suppress ground defenses before moving to targeting facilities. Any gap in defenses could be used by attacking forces as a point to concentrate and fly through. Iran has more than 300 combat planes, according to 2012 data from the International Institute for Strategic Studies, a British think tank. A very limited number of these are indigenously developed planes, but the country still operates the American F-14 Tomcat (approximately 44 planes), F-4 Phantom II (~65) and F-5 Tiger (~60), originally sold to the country before the fall of the Shah in 1979. Russia sold the country the MiG-27 (24 jets operational) and MiG-29 (40) in the early 1990s. Those planes are unlikely to match the well-maintained and newer Israeli planes, which are also piloted by some of the world’s most skilled pilots but could play a significant role in complicating or foiling an already complex operation. The Retaliation Iran’s best bet to dissuade Israel (or get the U.S. and others to dissuade Israel) against an attack may be its professed ability to retaliate. It may have as many as 100 medium-range ballistic missiles capable of hitting Israel. Tehran is also thought to have supplied Hezbollah, based in Lebanon, with tens of thousands of rockets and missiles capable of hitting various areas throughout Israel. Although the latter has three different missile defense systems — the Arrow, Iron Dome and Patriot — none have been tested against the possibility of facing a massive barrage from small, medium and large missiles. Iran could seek to launch a “multifront” war against Israel through its local proxy organizations, from missile strikes, and through attacks on Israeli targets elsewhere in the world. Iran may also choose to attack U.S. forces in the Persian Gulf or Afghanistan, either through direct strikes or other means (such as terrorist bombings) as a means of directing its anger to Israel’s key ally. Missile strikes could be launched against U.S. ships, carriers and bases in the region, using Iran’s thousands of cruise and short-range ballistic missiles. More than 10,000 U.S. personnel still remain in Iraq, where Iran has close ties to influential Shiite militia. There are 90,000 U.S. force deployed in Afghanistan — Iran could make their task of stabilizing the country much more difficult by directing weapons and training to local insurgents there. Iran has threatened on numerous occasions that it would try to close down the Straits of Hormuz, a major transit point for global crude oil shipments — some 35 percent of the globe’s sea-going petroleum leaves the Middle East from Hormuz. While U.S. forces could eventually (some analysts say easily) clear the Straits of mines, anti-ship missiles and Iranian vessels, the shock to oil and financial markets may push the global economy back into recession. Perhaps more distressing for U.S. forces around Iran, as well as for the Obama administration, would be the prospect of being pulled into another extended conflict against a major Middle Eastern state. Of course, whether Israel would ever bomb Iran remains highly speculative. Strong statements from Israeli leaders could be specifically tailored to steer the present U.S. administration into applying further pressure on Iran. Netanyahu and Barak may be highly rational in appraising the situation, given low support and political will in the U.S., formidable defenses in Iran, and the high cost and uncertain payoff of a military attack.

When Barack Obama became president in 2009 he initiated a complete reorientation of American foreign policy. His core assumption was that the points of conflict between the US and other powers were all George W Bush’s fault. Russia was hostile because Bush made it so. Muslim nations seethed with anti-American resentment because of Bush. Allies would not pitch in because Bush had alienated them. So Obama crafted a new national strategy centered around himself. He believed that an American president with Third World roots and a Muslim father would compel Middle Eastern nations to take a benign view of America. Obama would “reset” relations with Russia. European allies would readily assume defence burdens that had been borne by the Americans. Inspired and reassured by the President, a new age of peaceful relations would be initiated. The failure of the Arab Spring to deliver democratic reforms or to provide a positive path for development in North African or Middle Eastern nations shows the hollowness of Obama’s foreign policy assumptions. In fact, this was never about Bush, or Obama, or even really about the West at all. The problem lies in the long-term dysfunctional politics of Middle Eastern Islamic nations. True reform and democracy require a tolerance for peaceful protest, a free press, the rule of law, economic freedom, and respect for the fundamental rights of groups and individuals. Successful democracy also requires constant adjustment and self-criticism by the political leadership. All these essential elements of democracy took the Western nations centuries to evolve. Unfortunately, not one Islamic nation in the Middle East has the cultural or legal traditions that might allow real democracy to evolve. While some nations such as Jordan have created moderate functioning regimes, no Arab nation has succeeded in creating a political system that allows opposition parties to flourish, or allows for a regular and peaceful turnover of political power. Such things are anathema to the Egyptian tradition. Since independence, most Egyptians have generally been comfortable with strong men (such as Nasser) as well as a highly centralised economy under government direction. Yet this concentration of power inevitably leads to massive levels of corruption, heavy-handed repression and economic failure. And as if this were not bad enough, the inability of Arab culture to engage in self-criticism compounds the problem. In the mainstream Arab mindset, the failure of their government and economic system is always the fault of evil outside forces, never of their own mistakes. From the 1950s to the late 1960s, the Arabs routinely blamed former colonial powers and the Americans for their poverty and dysfunction. After the 1967 war the Israelis and their US allies became the preferred villains. In the last 20 years of globalisation, it is the whole West – always including the Jews and Americans – who are to blame for the dysfunctional governments and economies. I certainly heard a good deal of this when working with even well-educated Arabs. The Muslim Brotherhood in Egypt may have spent decades in opposition, but – like non-Islamist Arab regimes – it embodies the conspiratorial worldview and authoritarian culture that are the true cause of the crisis now faced by Middle Eastern nations. The difference is that the Brotherhood seems inclined to act on its conspiratorial worldview. Obama’s attempt to reset relations with the Islamic world failed long ago. Indeed, the Egyptian turn to extremism was easily foreseen. Polls of public opinion in Arab countries show that America is held in even lower regard under Obama than under Bush. Yet the President proceeds as before. As the persecution of Egypt’s Christian minority becomes more intense, and Egypt moves to open confrontation with Israel, the current US policy of engagement and appeasement can only make the crisis worse. So what needs to be done? America must stop the policy of ignoring Arab extremism and human rights violations and offer a clear warning that aid and military cooperation will be stopped and trade sanctions initiated if the new Egyptian regime does not move to vigorously stop the violence in Gaza (supported by the Muslim Brotherhood’s allies) and the attacks on Egypt’s Christians. Failure to act on these two issues should trigger an immediate American response.

June 8 (Bloomberg) — U.S. stocks and Treasuries rose while oil and the euro fell as investors awaited weekend talks among European financial officials about a potential bailout of Spain. The Standard & Poor’s 500 Index advanced 0.4 percent to 1,319.67 at 12:46 p.m. New York time, heading for a 3.3 percent weekly gain that’s the biggest since December, after losing as much as 0.6 percent. The yield on the benchmark 10-year note declined two basis points to 1.62 percent. Oil slumped 1.8 percent and the S&P GSCI gauge of 24 commodities slipped 1.1 percent. The euro weakened 0.6 percent to $1.2488 after Spain’s credit ranking was cut three steps by Fitch Ratings. The yen strengthened against 14 of 16 of its most-traded peers. Spain is poised to become the fourth of the 17 euro-area countries to require emergency assistance as the currency bloc’s finance chiefs plan weekend talks on a potential aid request to shore up the nation’s lenders. German exports dropped in April for the first time this year and industrial output in Italy fell more than economists estimated, reports showed today. Global stocks rallied this week as speculation mounted that policy makers will act to spur growth. “You’ve got both sides hedging their bets,” said Walter “Bucky” Hellwig, who helps manage $17 billion at BB&T Wealth Management in Birmingham, Alabama. “Stocks are up and bonds are up. There’s uncertainty going into the weekend. Anything that could address the Spanish situation in a favorable way could have a positive impact. Yet it’s not a big rally. The risk-off trade is very much alive predicting an economic slowdown.” Thirty-year U.S. bonds also rallied, sending yields down two basis points to 2.72 percent. Rates on two-year Treasuries were little changed at 0.27 percent.
Market Leaders
Among U.S. stocks, Wal-Mart Stores Inc. and Intel Corp. added at least 1.4 percent to pace gains among the biggest companies. Facebook Inc., which this week fell to the lowest price since it went public, added 3.7 percent. McDonald’s Corp., the largest restaurant chain, slid 1 percent as its May sales trailed analysts’ estimates. Alpha Natural Resources Inc. slumped 4 percent as the nation’s second-biggest coal producer is shutting mines in Kentucky and closing U.S. regional offices. Stocks reversed an early rally yesterday after Federal Reserve Chairman Ben. S. Bernanke said the Fed will need to assess conditions before deciding if more measures are required to stoke an economy threatened by Europe’s debt crisis and U.S. budget cuts.
European Markets
The Stoxx Europe 600 Index slipped 0.3 percent, after falling as much as 1.4 percent. A gauge raw-material producers slumped 2.8 percent for the biggest decline among 19 groups. BHP Billiton Ltd., the world’s biggest mining company, slid 2.9 percent and Rio Tinto Group retreated 4.8 percent. Barclays Plc decreased 1.3 percent as the Financial Times reported that Chief Executive Officer Bob Diamond has postponed his goal of reaching a 13 percent return on equity by 2013. The newspaper cited unidentified people close to the bank. Lamprell Plc, an oil and gas rig engineer, slumped 22 percent after cutting its profit outlook for the second time in a month. The euro, which depreciated 0.8 percent versus the yen, was set for its first weekly gain against the dollar in six. The Dollar Index, which tracks the U.S. currency against those of six trading partners, jumped 0.7 percent.
German Swaps
The cost of insuring against losses on Germany’s sovereign debt rose for a sixth day with credit-default swaps linked to bunds adding two basis points to 108 basis points, the highest since January. The yield on its sovereign 10-year bund dropped four basis points to 1.34 percent, paring the rate’s first weekly advance in 12. The Spanish 10-year bond yield rose 13 basis points and swaps on government debt rose 16 basis points to 588. Oil lost 1.8 percent to $83.28. Its sixth straight weekly drop is the longest losing streak since December 1998. Copper tumbled 2.5 percent. The MSCI Emerging Markets Index slumped 0.8 percent, paring its first weekly gain since March. The Hang Seng China Enterprises Index of mainland stocks slipped 1.3 percent before data tomorrow on China’s inflation, industrial output and investment. Taiwan’s Taiex index slipped 1.1 percent and South Korea’s Kospi lost 0.7 percent.
