WHAT POLLARD DID AND DIDN’T DO

More than 27 years after his arrest, the Jonathan Pollard saga continues to fascinate and infuriate Americans. As I wrote in a COMMENTARY article on the subject in March 2011, advocates of the convicted spy tend to exaggerate the assistance he gave Israel during the course of the espionage he carried out while serving as an intelligence analyst for the U.S. Navy. Similarly, those who continue to demand that he remain in prison until his death have also tended to inflate the damage he did to his country. While it is unlikely that anything could do much to move the argument one way or the other, the release of a 1987 damage report on the case conducted by the CIA should serve to silence those who have claimed Pollard’s spying was focused on American capabilities. The report, which can be read here (albeit with parts blacked out due to secrecy laws), makes it clear that his interest was solely in helping the Israelis find out more about Soviet and Arab military and intelligence capabilities. That does not mitigate the scope of Pollard’s crime, as his handing over of a massive amount of material including signal intelligence to a foreign country did great damage to the United States. But the account of what he did and did not do does serve to bolster the arguments made by those seeking his release that his motive was a desire to help Israel rather than pure venality or treason. Much of the report is familiar territory to those familiar with the case, as it details the narrative of his espionage as well as a lengthy psychological profile. The more one learns of Pollard’s background and unstable character the more one wonders about the faulty judgment of those who hired him to serve in such a sensitive capacity. But the important information here consists of the details about what sort of material he sought and then handed over to the Israelis. His priority was to obtain the following information: Arab (and Pakistani) nuclear intelligence; Arab exotic weaponry, including chemical weapons; Soviet aircraft, air defenses, air-to-air missiles and air-to-surface missiles; and Arab order-of-battle, deployments and readiness. Though arguments made by his friends that Israel was entitled to this information fall flat, this sort of material was clearly intended to bolster Israel’s ability to deal with valid threats to its security rather than to harm the U.S. This is important because the prejudicial statements made by Defense Secretary Caspar Weinberger to the court that sentenced Pollard to life in prison were thought to have given the impression that the spy’s crimes represented a direct threat to U.S. security. Indeed, the file makes clear something that was already understood: The willingness of the prosecutors and the judge to renege on the plea bargain by which Pollard had been persuaded to tell all about his activities had more to do with pique over the spy’s decision to speak about the case to reporter Wolf Blitzer (the CNN anchor was then a writer with the Jerusalem Post) in an inflammatory prison interview rather than the egregious nature of his crime. While the report is explicit about the Israelis not requesting data about the U.S. or its intelligence resources or military, there were some other interesting tidbits that give us an idea about the dynamic between the spy and his handlers. Among them is the fact that Rafi Eitan, the head of the spy unit running the operation, wanted to know about Israelis providing the Americans with information as well as  “dirt” about Israelis the Americans might have. Pollard refused this request with the support of Yosef Yagur, a consulate official who was part of the plot. As I have written elsewhere, what Pollard did was bad enough. There is no need for anyone to misrepresent his spying as part of an Israeli effort to undermine the United States. None of this is likely to change the minds of those in the U.S. intelligence establishment who take the position that Pollard must die in jail so as to set an example for other potential spies. Nor will it dampen the desire of some who have used him to justify unreasonable suspicions or even attempts to single out and prosecute other American Jews. It remains a fact that while Pollard’s espionage was a unique chapter in American intelligence history, his sentence is still the most severe ever handed out to a spy for a friendly country. After 27 years in jail, it can no longer be asserted that he represents a threat to American security or that he has not already been severely punished. Though his most damning legacy may be the way his name continues to be used to bolster false accusations of dual loyalty on the part of American Jews, it can no longer be credibly argued that his goal was to harm the United States. While the chances of clemency for Pollard seem no better today than at any other point during his incarceration (something that is as much due to the poor judgment of the spy and some of his advocates), the release of the CIA report does place the case in perspective. Unlike the others arrested in what became known as the year of the spy, Pollard’s goal was not to assist America’s enemies. That ought to make it just a bit easier to justify the commutation of his disproportionate sentence should President Obama or a successor ever care to seriously review the case. Hail.. Madea. The Secretary of State has decided, consistent with the law, to revoke the designation of the Mujahedin-e Khalq (MEK) and its aliases as a Foreign Terrorist Organization (FTO) under the Immigration and Nationality Act and to delist the MEK as a Specially Designated Global Terrorist under Executive Order 13224. These actions are effective today. Property and interests in property in the United States or within the possession or control of U.S. persons will no longer be blocked, and U.S. entities may engage in transactions with the MEK without obtaining a license. These actions will be published in the Federal Register. With today’s actions, the Department does not overlook or forget the MEK’s past acts of terrorism, including its involvement in the killing of U.S. citizens in Iran in the 1970s and an attack on U.S. soil in 1992. The Department also has serious concerns about the MEK as an organization, particularly with regard to allegations of abuse committed against its own members. The Secretary’s decision today took into account the MEK’s public renunciation of violence, the absence of confirmed acts of terrorism by the MEK for more than a decade, and their cooperation in the peaceful closure of Camp Ashraf, their historic paramilitary base. The United States has consistently maintained a humanitarian interest in seeking the safe, secure, and humane resolution of the situation at Camp Ashraf, as well as in supporting the United Nations-led efforts to relocate eligible former Ashraf residents outside of Iraq.

Secret Proceedings in Wang Lijun Trial Start Early The trial of former Chongqing police chief Wang Lijun, who launched a major political scandal after making a surprise visit to the U.S. Consulate in February, started proceedings a day early. Foreign reporters in Chengdu, where the trial in being held, confirmed that secret hearings started Monday, despite the official trial start date of Tuesday. Wang is being charged with with defection, abuse of power and corruption for his role in the political scandal surrounding former Chongqing Party chief Bo Xilai and his wife Gu Kailai. Tuesday’s trial was originally supposed to be an open trial, but all the seats had been reserved immediately upon announcement of the date. AP reports on Monday’s proceedings: “It was closed according to Chinese law because it involves state secrets,” said defense lawyer Wang Yuncai, who is not related to her client. On Tuesday, the court is scheduled to hold the previously announced public portion of the trial — though foreign media won’t be allowed in — and the hearing is expected to go over allegations of bribe-taking and other charges. The trial was the latest wrinkle in the bizarre months-long scandal that started when Wang fled to the U.S. Consulate in February and divulged the murder of a British businessman. It resulted in the removal of his boss, senior politician Bo Xilai, from the communist leadership and the roiling of the Communist Party leadership as it prepares a delicate transfer of power to younger leaders. Tom Phillips of the Daily Telegraph was in Chengdu but could not get official confirmation that the proceedings were held, despite confirmation from lawyers and others involved. He reports: “The trial started at 8.30 this morning and finished at about noon,” Ms Wang [Wang Lijun's defense lawyer], who is no relation to her client, said. “The trial has two parts, private and public. Today is the private part because it involves state secrets – it was about the two charges of defection and bending the law for his own ends,” added Ms Wang who is the director of the Beijing L&A law firm in Shenyang.  Police and security forces surrounded the People’s Intermediate Courthouse in Chengdu, southwest China, but a local government official claimed the security presence was merely a “rehearsal” and denied Mr Wang’s trial had started. Si Beibei, a local government official, said the trial would only start on Tuesday and would only last one day. “It is hard to say how it went. I cannot comment right because the second part is still to come. Tomorrow will deal with the other charges. I cannot comment on any other details at the moment,” Ms Wang said. Phillips reported being closely watched by security while in the city: Over the weekend, the Wall Street Journal published a report which includes previously-unknown details about Wang’s visit to the U.S. Consulate in February, during which he provided information to U.S. officials that implicated Gu Kailai, wife of the powerful Chongqing Party chief Bo Xilai, in the murder of British businessman Neil Heywood. Gu Kailai has since been sentenced to a suspended death sentence and Bo Xilai has been removed from his position, though his fate remains unclear. From the Wall Street Journal report on Wang’s time in the U.S. Consulate: As Chinese police cars surrounded the building, Mr. Wang slipped U.S. diplomats the cellphone number of an accomplice, according to several people familiar with what happened. It would lead to evidence, he said, implicating the wife of Bo Xilai, one of the most senior leaders in the Chinese Communist Party, in the murder of British businessman Neil Heywood. During a 30-hour standoff, U.S. officials weighed the information he claimed to have against the damage that granting him asylum could do to U.S.-Chinese relations. In the end, diplomats said Mr. Wang didn’t formally seek asylum, and he left the consulate and was taken into Chinese custody. But the drama didn’t end there. In a previously undisclosed development, the U.S. handed the cellphone number over to British diplomats and gave them instructions on how to track down the information from Mr. Wang’s mysterious accomplice. The instructions included setting up an email account under a designated name with a popular Chinese email and messaging service. The British set up the account and texted the cellphone number. People involved gave conflicting accounts of the timing and whether the accomplice responded. For reasons that are unclear, the British never received the promised documents. The revelation that he claimed to have an accomplice who may still be prepared to spill secrets could complicate China’s efforts to dictate the narrative about Messrs. Wang and Bo. The new details about Mr. Wang’s stay in the consulate and its aftermath also shed light on how U.S. and British authorities responded to the unusual episode that triggered China’s worst political crisis in more than two decades. Mr. Wang was a potentially valuable intelligence source with inside knowledge about senior Chinese leaders, but also was someone accused by human-rights activists and legal experts of widespread abuse of police powers.

Wang Guoqiang, the Communist Party head of Fengcheng Liaoning, fled the country with $31 million. (Weibo.com) The Chinese Communist Party chief of a northeastern city in Liaoning Province fled the country with tens of millions of dollars in another sign that corruption among Chinese officials is rampant and ongoing. The case was reported by state-run and other Chinese media on Wednesday. Wang Guoqiang, the Communist Party head of Fengcheng, and his wife disappeared in April, taking around 200 million yuan ($31 million) with them. He didn’t say where he was going. Local officials have not confirmed that he left with the money, but merely said that he left, according to the Shanghai Daily. “We are unfamiliar with his case,” an official with Fengcheng told the newspaper. According to the Daily report, Wang brought the embezzled money to the United States, where a number of his family members live, but it is unclear if he went there himself. Wang was being investigated for taking bribes from local property developers and from a heating company. Wang was officially removed as the Communist Party chief of the city and was replaced by Ma Yanchuan, who used to serve as the mayor. In recent years, numerous Chinese Communist officials have fled the country, oftentimes embezzling millions of dollars. Wang left the country under the auspices of “conducting a field study” before investigators could arrest him for alleged corruption charges, the Daily reported. Leaked documents obtained by The Epoch Times in July show that as of November 2011, 7,101 corrupt officials fled to the United States and brought $52.7 billion with them. High-level authorities in the ruling Party have also expressed worry about so-called “naked officials,” who have a wife or relatives living outside of China.

State-run media have reported on corrupt officials fleeing the country. The Global Times, under the supervision of Party mouthpiece People’s Daily, in an editorial on Tuesday said that when the ruling Party “covers over” such scandals, it “only lets them fester.” “Wang’s flight is certainly a scandal. It would be good for the officials if such a scandal could be hidden, but that’s hardly realistic,” it said, adding that Liaoning officials should disclose information about Wang. “They can publish what they know so as to stop speculation on the Internet.” The Times said that people will find out sooner or later.

The new Chinese Communist Party leader of the Chongqing megalopolis said fallout from the Bo Xilai scandal has damaged the image of the Party and will affect the city’s development. In remarks delivered at the Chongqing CCP leadership meeting on Monday, party head Zhang Dejiang criticized Bo, the man he replaced, for “greatly damaging the image of the Party” and China, according to a transcript published on the city’s website. Bo, a former Politburo member and formerly considered a rising star in the CCP, was ousted from power in March and is reportedly under investigation for serious “disciplinary violations.” Zhang referred specifically to the death of British businessman Neil Heywood in the Monday speech—though the Party’s case against Bo goes far beyond that. In February, Bo’s chief of police, Wang Lijun, fled to a U.S. Embassy in an attempt to seek asylum, essentially marking the beginning of Bo’s downfall. Zhang also referred to the Wang Lijun incident. Bo is part of a “bloody hands” faction, meaning he is a key ally to former leader Jiang Zemin and Politburo Standing Committee member Zhou Yongkang, who oversees the powerful Political and Legislative Affairs Committee (PLAC). Bo and Zhou are reported to have conspired to seize the leadership of the country, which was to happen after Xi Jinping was installed as Party and state chief later this year. Officials testify to Bo setting up eavesdropping on top Party leaders. He is also guilty of fomenting a personality cult in Chongqing centered around Maoist revivalism and crackdowns (and asset stripping) against businessmen and criminals labeled as belonging to the mafia. When Bo was removed from power, it also exposed the rift between the bloody hands faction and Party leaders Hu Jintao and Wen Jiabao, ahead of the all-important leadership change in October. Zhang’s criticism of Bo is a rarity in China as many state-run media entities and government officials have mostly remained silent on the issue ever since the former Chongqing boss was stripped of power. Zhang also said, “We believe we should separate the achievements in Chongqing and the hard work of its residents in the past five years” from Bo’s dismissal and violations, the death of Heywood, and Wang Lijun’s escape to the U.S. consulate. Bo is accused of nepotism, corruption, and abusing his power by seeking forced confessions, using torture, and committing other offenses. Bo is said to have remained loyal to Jiang Zemin by zealously carrying out the persecution of Falun Gong practitioners.

As future leaders of the United States, it’s important for students to study historical phenomena. This can educate upcoming leaders on world trends to avoid in the future.
One such phenomenon swept small, yet strategically significant states during the Cold War. The term “Finlandization” refers to the Soviet Union holding power over Finland’s foreign policy during the war.
Moscow used its military power, coupled with the West’s disinclination, to defend small states like Finland, to dragoon Finns into policies that took Moscow’s interests into account.
If the United States is not careful, it risks Finlandizing with respect to China for economic reasons. That is, it risks purporting friendliness toward the Chinese outwardly because it fears China’s power secretly.
China runs stabalization process on its currency, which guarantees that the Yuan trades within certain parameters. This process involves China extracting dollars from its trade surplus. Normally, these dollars would be sold in the foreign exchange market, which would drive down the price of the dollar. However, to counteract this, China eats up U.S. Treasuries bonds. When the dollar decreases in value, China buys Treasuries bonds to reinforce it.
These economic facts permit China to manipulate its currency free from reproach. They conflate to give China a sort of financial nuclear option against the United States, and force the United States into policy making from China’s back pocket.
Congress should enact an excise tax on imported Chinese goods, and should forbid the Chinese government from making further purchases of U.S. Treasuries. These actions would level the playing field in trade practices, crack down on currency manipulation and reduce the risk of Finlandization.
Some forecast a trade war with China in the event that Congress sanctions the state. Others wonder how the United States would be able to finance its debt if China is not there to buy Treasury bonds. As for the latter, according to a World Bank report, China hasn’t bought U.S. Treasury bonds at as rapid a pace in recent years, making it unlikely that the United States would suffer if it forbade China from bond purchases.
The former fear derives from a more basic fear, namely, that China is becoming the world’s economic superpower. It is true that China’s economy could soon eclipse the U.S. economy in terms of gross domestic product. With 1.29 billion people — four times the population of the United States — China should have a larger economy, if it is remotely efficient.
The more relevant figure is the purchasing power parity, which takes into account standard of living and the value of produced goods. Here, the United States, with a PPP of $48,147, is worlds ahead of China, whose PPP is just $8,394.
China’s economic growth is overstated. The country still heavily relies on state-owned industries; that is, it props up certain sectors of the economy while punishing others. It is not sufficiently capitalist to support its current rate of expansion.
China moved precipitately from an agricultural economy to an industrial economy. The same transition made long-term growth impossible for the Soviets. China’s labor laws are lax, as are its environmental regulations. Both workers and the environment are degraded, which affects growth rates, according to the World Bank. China’s economy is export-based, too, and features low consumer demand; slow economies elsewhere in the world or self-sufficient states pose a threat to China’s growth.
Regime type also matters. Daron Acemoglu and James A. Robinson show in “Why Nations Fail: The Origins of Power, Prosperity and Poverty” that economic growth is only sustainable when coupled with democratic political institutions. This is because incentives to innovate are nonexistent when liberties are restricted. China’s central government channels resources away from the people and toward elites while placing burdens on the backs of the people alone.
China looks to follow the trajectory of Soviet Russia. Rather than long-term economic growth and political reform to boot, the Chinese are apt to experience short-term prosperity and eventual decline.
We, as future leaders of America, must understand these lessons of history so that when the time comes to address China’s status on the world stage, we can act from an informed position and end up on the right side of history.

The People’s Bank of China, the country’s central bank, said in a statement published on its official website that the floating band in the inter-bank spot foreign exchange market will be enlarged from 0.5 percent to 1 percent effective April 16.
To keep the exchange rate stable, the PBOC has set a daily reference rate for the yuan and it will be allowed to fluctuate only to the daily limit on either side of the reference rate. The trading range was widened to 0.5 percent from 0.3 percent in May 2007.
It also raised the spread between dollar selling and buying prices offered by the foreign exchange-designated banks to their customers to 2 percent of the reference rate, from the current level of 1 percent.
News of this announcement was widely supported by the International Monetary Fund (IMF) as it promoted market transparency and economic stability. From CBS Market Watch:
Christine Lagarde, managing director of the International Monetary Fund, welcomed the move.
“This underlines China’s commitment to rebalance its economy toward domestic consumption and allow market forces to play a greater role in determining the level of the exchange rate,” Lagarde said in a statement.
The scale of the widening is bigger than the 0.7% the market had expected, according to Ting Lu, a China economist at Bank of America Merrill Lynch, in emailed comments.
Earlier this week, China Securities Regulatory Commission increased the quotas for foreign institutional investors from $30 billion to $80 billion. This move highlights a strategic economic shift from an export model to a consumption model. From Bloomberg News:
China, the world’s second-biggest economy, has pledged this year to free up control of the yuan and liberalize interest rates as the government deepens reforms to revive growth and offset slowing exports and a cooling housing market. China needs to rely more on markets and the private sector as its export- oriented model isn’t sustainable, World Bank President Robert Zoellick said in February.
“More action on opening up their markets to outside investment is definitely a positive,” Jeff Papp, a senior analyst in Lisle, Illinois at Oberweis Asset Management Inc., which oversees about $700 million, said in a phone interview. “It’s not a huge amount. They’re taking a small-steps approach to see how markets will react with more participants.”
